Singareni Collieries Floats Tenders for 137 MW Solar Projects in Telangana

Singareni Collieries Company (SCCL), a government-owned coal mining company, has floated two tenders to develop solar projects with a cumulative capacity of 137 MW, in Telangana.

Bidders must furnish an earnest money deposit of ₹10 million (~$116,690) for each tender, with a transaction fee of 0.03% of the quoted value plus 18% GST. The fee is capped at ₹10,000 (~$116.69) for projects up to ₹500 million (~$5.83 million) and ₹25,000 (~$291.73) for projects exceeding ₹500 million (~$5.83 million).

Tender 1

This tender is for 107 MW ground-mounted and overburden (OB) dump-based solar projects, which will be developed across three locations:

  • 5 MW at STPP
  • 37 MW at Ramagundam-3 (20 MW OB Dump and 17 MW Ground)
  • 5 MW at Sathupalli in the Kothagudem area

Bids must be submitted by April 11, 2025. Bids will be opened on the same day.

Bidders must have completed similar solar projects. They must have also executed grid-connected ground-mounted solar projects with a minimum total capacity of 90 MW in the last 10 years, including at least one project of 70 MW or more.

Bidders must have a minimum average annual turnover of ₹3.12 billion (~$36.41 million), a positive net worth in the last audited financial year, and a working capital of ₹2 billion (~$23.34 million).

Tender 2 (30 MW)

This tender is for a 30-MW ground-mounted solar project, which will be installed in the following locations:

  • Yellandu (15 MW)
  • Bhupalpalli (10 MW)
  • RG-1 area (5 MW)

Bids must be submitted by April 15, 2025. Bids will be opened on the same day.

Bidders must have completed similar solar projects. They must have executed projects with a minimum cumulative capacity of 22 MW, including at least two projects of 10 MW each.

Bidders must have a minimum average annual turnover of ₹860 million (~$10.04 million) and a working capital of ₹550 million (~$6.42 million).

If the working capital of a bidder applying for either tender is inadequate, it must provide a bank letter confirming a line of credit from an RBI-approved bank with a net worth of at least ₹5 billion (~$58.35 million).

The solar modules and inverters must be sourced from the Approved List of Models and Manufacturers.

Selected bidders must install, erect, test, and commission the projects.

The scope of work also entails the design, engineering, procurement and supply of equipment and materials, testing at manufacturers’ works, multi–level inspections, insurance, and conducting packing and forwarding for the projects. Additionally, it involves unloading and storage at the project site, conducting associated civil works and services, and obtaining permits and licenses.

Both projects include a comprehensive operations and maintenance period of 10 years.

Earlier this year, the Solar Energy Corporation of India, on behalf of Singareni Collieries Company, invited bids to develop a 10 MW floating solar project at the Singareni Thermal Power Plant.

In September 2024, SCCL floated a tender to prepare a detailed project report for a 500 MW round-the-clock firm and dispatchable renewable energy in Telangana, Karnataka, and Andhra Pradesh.
