SECL Invites Bids for 1.16 MW Rooftop Solar Systems

South Eastern Coalfields (SECL) has invited bids for the engineering, procurement, and construction of 1,160 kW grid-connected rooftop solar systems on 12 residential and non-residential buildings.
Bids must be submitted by March 13, 2025. Bids will be opened on March 15.
Bidders must submit an earnest money deposit of ₹687,000 (~$7,911.31).
The scope of work entails design, engineering, construction, fabrication, erection, installation, testing, and commissioning of the rooftop solar systems.
Successful bidders must also provide comprehensive operations and maintenance (O&M) for five years.
The project must be completed within 15 months.
The estimated cost of the project is ₹549.9 million (~$6.33 million).
Successful bidders must ensure a minimum capacity utilization factor of 15%.
Non-compliance with project requirements and delays will attract liquidated damages.
Bidders must have completed three similar works, each costing at least 20% of the project value, two similar works, each costing at least 25%, or one similar work costing at least 40%.
Similar works comprise grid-connected, including ground-mounted, rooftop, or floating solar installations.
Bidders must have an average annual turnover of at least 30% of the project cost over the last three financial years. They must also have adequate working capital of at least 20% of the project cost.
In joint ventures, the lead partner must hold at least 50% share in the required working capital, while other partners must hold at least 20% each.
In July 2024, SECL issued a tender for a 1.5 MW grid-connected floating solar project at the Sharda OC, Sohagpur, in Madhya Pradesh.
It also invited bids to commission a 5 MWac/6.75 MWdc grid-connected ground-mounted solar project at Vivek Nagar Mines in Sohagpur, Madhya Pradesh.
In June last year, Central Mine Planning & Design Institute, a subsidiary of Coal India, invited bids for the design, engineering, procurement and supply, construction and erection, testing, and commissioning of grid-connected solar projects of a cumulative capacity of 35 MW.
