SECI Tenders 125 MW/500 MWh Battery Energy Storage System in Kerala

The Solar Energy Corporation of India (SECI) has invited bids to set up 125 MW/500 MWh standalone battery energy storage system (BESS) in Kerala with viability gap funding (VGF) under tariff-based global competitive bidding.

The project will be set up under the built-own-operate model.

The last date for the submission of bids of February 2, 2025. Bids will open on February 7.

Bidders must submit a document fee of ₹50,000 (~$586.4) + GST to be submitted and a bid processing fee of ₹20,000 (~$234.5)/MW for the quoted capacity subject to a maximum amount of ₹2 million (~$23,454) + GST.

They must also furnish an earnest money deposit of ₹341,000 (~$3,999)/MWh per project to be submitted in the form of bank guarantee.

Selected bidders must submit a performance bank guarantee valued at ₹852,500 (~$10,300)/MWh for each project, corresponding to the contracted capacity, before signing the battery energy storage purchase agreement.

The developer will be responsible for establishing, operating, and maintaining the BESS. The tender aims to ensure the energy storage facility is available to the buying entities for charging and discharging on an “on-demand” basis.

Projects selected under this tender will be eligible for VGF. Currently, funding has been allocated to BESS projects with a capacity of 500 MWh for Kerala.

Under this tender, the aim is to promote only commercially proven and operational technologies to reduce technology risks and ensure the timely commissioning of the project.

Bidders must have a net worth of at least ₹3.41 million (~$41,000) per MWh of the quoted capacity as of the last day of the previous financial year (FY 2023-24) or at least seven days before the bid submission deadline.

Additionally, bidders should have a minimum annual turnover of ₹9.14 million (~$110,000) per MW or ₹2.28 million (~$27,500) per MWh of the quoted capacity during the previous financial year (FY 2023-24) or at least seven days before the bid submission deadline.

Recently, SECI invited bids to select developers to install 2,112 kW of grid-connected rooftop solar systems under the RESCO mode.

In October, SECI invited bids to select developers to set up 1,000 MW of inter-state transmission system-connected solar power projects (Tranche XVIII).
