SECI Tenders 30 MW Rooftop Solar Systems in Andaman and Nicobar

Solar Energy Corporation of India (SECI) has invited bids to set up 30 MW grid-connected rooftop solar systems in Andaman and Nicobar Islands under the renewable energy service company (RESCO) mode.

The last date for the submission of bids is October 21, 2024. Bids will be opened on October 24.

The scope of work includes but is not limited to, obtaining a No Objection Certificate from the distribution company for grid connectivity and the design, engineering, supply, storage, civil work, installation, testing, and commissioning of the rooftop solar systems.

The operation and maintenance of the solar systems during the duration of the Power Purchase Agreement will be the responsibility of the successful bidders.

Bidders must pay ₹6,000 (~$71.5) as a bid processing fee and ₹990,000 (~$11797)/MW as earnest money deposit.

Selected bidders must furnish a performance bank guarantee of ₹371.25 million (~$4.4 million)/MW, which is 7.5% of the estimated project cost.

The total project capacity for the government and residential buildings is approximately 30 MW.

The capacity has been divided as follows:

  • Bucket-I: South Andaman (including Port Blair, Swaraj Dweep, Shaheed Dweep, Little Andaman, Dugong Creek, Strait Island) with a tentative capacity of 21 MW.
  • Bucket-II: North and Middle Andaman with a tentative capacity of 7 MW.
  • Bucket-III: Nicobar (including Car Nicobar, Kamorta, Chowra, Katchal, Teressa, Campbell Bay) with a tentative capacity of 2 MW.

Bidders must submit a single bid proposing a minimum total capacity of 500 kW and a maximum total capacity of 30 MW.

The Scheduled Commissioning Date (SCD) for commissioning the full capacity of the project will be 12 months from the effective date of the PPA.

The maximum allowable time for commissioning the full project capacity, with applicable penalties, will be up to six months from the SCD or the extended SCD.

The developer can commission the project before the SCD, but energy procurement will be based on an agreement between all parties.

Only commercially established and operational technologies must be used to minimize technology risks and ensure the timely commissioning of the project.

The net worth of the bidders must be at least ₹9.9 million (~$117,966)/MW corresponding to the total quoted capacity, either as of the last date of the financial year 2023-24) or at least seven days before the bid submission deadline.

SECI has also invited bids from developers for the assured peak supply of 8,000 MWh (2000 MW x 4 hours) of renewable energy from ISTS-connected projects.
