SECI Invites Bids for Soil Investigation at Renewable Energy Project Sites in Leh

Solar Energy Corporation of India (SECI) has invited bids to select an agency to carry out soil investigation at proposed 13 GW renewable energy project sites in Leh, Ladakh.

The work should be completed within eight months of signing the contract.

The last day to submit the bids is August 7, 2023. Bids will be opened on the same day.

The scope of work includes mobilizing all equipment, providing engineering supervision and technical personnel, skilled and unskilled labor, arranging water for drilling, carrying out the entire field and laboratory investigations, analyzing and interpreting test data collected, and preparing a geotechnical report.

Bidders must furnish an earnest money deposit of ₹600,000 (~$7,314). The successful bidder must submit a contract performance security equivalent to 5% of the contract value within 30 days of receiving the notice to proceed.

Bidders should have completed three similar works costing ₹11.4 million (~$138,979), two similar works costing ₹14.2 million (~$173,115), or one similar work costing ₹22.7 million (~$276,740) in the last three years. Out of the similar works undertaken by the contractor, at least one should be for a central or state government, central or state autonomous bodies, or public sector undertakings.

They should have a minimum average annual turnover of ₹11.4 million (~$138,979) in the last three years. The net worth for the last financial year should be positive.

Bidders must have a minimum working capital of ₹7.1 million (~$86,551) as per the last audited financial statement. In case the bidders’ working capital falls short of this requirement, they can furnish a letter from a bank with a net worth not less than ₹5 billion (~$60.9 million), confirming the availability of a line of credit equal to or exceeding ₹7.1 million (~$86,551) to fulfill the working capital requirement.

Any delay attributable to the consultant beyond the scheduled completion period of the entire work will attract liquidated damages at 0.5% of the contract value per week, subject to a maximum of 5% of the contract value.

SECI has also invited bids to select an agency for conducting a geotechnical study and topography survey for a solar power project at the Mithakari site in South Andaman.
