SECI Invites Proposals to Set Up Green Hydrogen Hubs

The Solar Energy Corporation of India (SECI) has invited proposals to identify an executing agency to set up Green Hydrogen Hubs under the National Green Hydrogen Mission.

The last date to submit proposals is October 7, 2024. Bids will be opened the next day.

Bidders must pay ₹59,000 (~$703.20) as a tender fee.

The tender seeks to identify and develop regions capable of supporting large-scale production and/or utilization of hydrogen as Green Hydrogen Hubs, developing green hydrogen projects inside the hubs, improving cost competitiveness, maximizing production, large-scale utilization, and export of green hydrogen and its derivatives.

The scope of work covers storage and transportation facilities for green hydrogen/its derivatives, development or upgradation of pipeline infrastructure, development of green hydrogen vehicle re-fuelling facility, and utilization of hydrogen compression and/or liquefaction technologies.

The scope also includes setting up water treatment facilities, including a desalination plant and associated storage facility, development of bunkering facilities, infrastructure upgradation for shipping, including expansion of port/jetty infrastructure for exports, power transmission infrastructure to the nearest existing grid substation and establishment of new dedicated substations, land re-development, development of energy storage to manage renewable energy’s intermittency, and effluent treatment plants.

SECI will provide financial support for developing at least two Green Hydrogen Hubs of an individual capacity of at least 100,000 MTPA with Central Financial Assistance (CFA) of up to ₹1 billion (~$11.9 million) each.

The work must be executed within the deadline, and any extension beyond six months will attract a penalty of ₹27,780 (~$331.07) per day, subject to a maximum of 0.5% of the CFA.

With an outlay of ₹197.44 billion (~$2.35 billion), the National Green Hydrogen Mission aims to make India a global hub for producing, using, and exporting green hydrogen and its derivatives.

In July this year, SECI invited bids to select green hydrogen producers to set up production facilities under the Strategic Interventions for Green Hydrogen Transition (SIGHT) Program (Mode-1-Tranche-II).

In June, SECI invited bids for the production and supply of green ammonia in India through cost-based competitive bidding under the SIGHT program.
