SECI Invites Bids to Set Up Digital Asset Management Center, SaaS Platform

The Solar Energy Corporation of India (SECI) has invited bids to establish a digital centralized asset management center (CAMC) with a provision of a software as a service (SaaS) license to manage its renewable energy portfolio.
The CAMC will be at SECI’s corporate office in New Delhi and will oversee operating assets and projects under implementation and planning across Rajasthan, Chhattisgarh, Karnataka, and the Andaman and Nicobar Islands.
Bids must be submitted by October 24, 2025. Bids will be opened on the same day.
Bidders must furnish an earnest money deposit of ₹2.13 million (~$25,477.59), and a bid processing fee of ₹25,000 (~$299.01) plus 18% GST. Successful bidders must furnish a contract performance security after issuance of the contract award.
The scope of work includes the supply, installation, and commissioning of the CAMC hardware and software, along with providing a five-year SaaS license. The hardware component involves the supply and installation of workstations, two 75-inch large-format displays, and additional components for the CAMC and renewable energy sites.
The SaaS for the software platform must provide real-time asset monitoring, alerts, maintenance management, and data analytics with artificial intelligence and machine learning capabilities
The projects must be completed within six months. The SaaS license must remain valid for five years from the commissioning date.
Liquidated damages at the rate of 0.5% of the contract price for each week of delay in project completion, capped at 5% of the total contract price, will apply.
Bidders must have completed similar works for grid-connected power projects in the last seven years. The work must have been completed for ground-mounted solar projects of at least 500 MW capacity or for wind projects with a minimum capacity of 250 MW. These projects must have been operational for at least six months before the bid submission date.
Bidders must have also executed at least two individual ground-mounted solar projects of 100 MW capacity each or two wind projects with a minimum capacity of 50 MW each within the last seven years.
Bidders must have a minimum average annual turnover of ₹32 million (~$382,784.69) during the financial years 2022, 2023, and 2024. They must have a positive net worth in the last financial year, and a working capital of ₹4.85 million (~$58,014.18) per the last audited financial statement or a bank letter confirming availability of credit for the same.
SECI’s current operating portfolio includes projects with an approximate 122.7 MW capacity from solar and battery energy storage systems (BESS). Its upcoming projects include 100 MW of floating solar, a 25 MW solar project with 50 MWh BESS, 300 MW, 700 MW, and 200 MW solar projects, and a 50 MW hybrid project comprising 60 MW solar, 50 MW wind, and 10 MW/20 MWh BESS.
Recently, SECI invited bids to set up a 1,000 kW grid-connected rooftop solar photovoltaic project at Rashtrapati Bhavan, New Delhi.
In August this year, SECI issued a request for selection to set up 3,540 kW grid-connected rooftop solar projects in educational institutions in three states in the country’s northeastern region.
