SECI Invites Bids for Singareni Collieries’ 10 MW Floating Solar Project

The Solar Energy Corporation of India (SECI), on behalf of Singareni Collieries Company (SCCL), has invited bids to develop a 10 MW floating solar project in Singareni Thermal Power Plant, Telangana.
The last date to submit bids is January 23, 2025. Bids will be opened on the same day.
Bidders must submit an earnest money deposit of ₹10.20 million (~$118,909) and a tender processing fee of ₹25,000 (~$291.442).
The scope of work involves designing, engineering, procuring, constructing, testing, and commissioning the project. It also includes comprehensive operation and maintenance for ten years.
Bidders must procure solar modules and cells through Class I local suppliers. The cells and modules must be manufactured in India and included in the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.
They must have an annual turnover of ₹204.2 million (~$2.38 million) in the last three financial years.
Bidders must have experience in engineering, procurement, and construction of ground-mounted solar power projects on a turnkey basis, including design supply of modules/inverters. They must have commissioned grid-connected solar power projects with a cumulative capacity of at least 5 MW in the last seven years.
Bidders must also have experience in commissioning at least two grid-connected solar power projects of an individual capacity of at least 1 MW or above in the last seven years.
Alternatively, they must have experience in the execution of ground-mounted solar power projects as a developer of grid-connected solar power projects of a cumulative capacity of at least 5 MW in the last seven years.
Such bidders must have experience executing ground-mounted solar projects as developers of at least two grid-connected solar power projects of at least 1 MW or above capacity in the last seven years.
Alternatively, bidders must have executed an industrial project either as a developer or as an EPC contractor in the area of power/ steel/ oil and gas/petrochemical/ fertilizer/cement/coal mining/infrastructure and/ or any other process industry, of a value of ₹260 million (~$3.03 million) or more in a single project or single work in the last seven years.
Such bidders must also have executed at least one electrical sub-station of 33 kV or above voltage level, consisting of equipment such as 33 kV or above voltage level circuit breakers and power transformer, either as developer or as EPC contractor and such substation capacity must have operated for six months.
Last October, Central Mine Planning & Design Institute, a subsidiary of Coal India, invited bids to commission a 5 MW grid-connected floating solar project for Eastern Coalfields at the quarry sump of Dalmia OCP Salanpur Area in West Bengal.
