SECI Invites Bids for 13 MW Rooftop Solar Projects in Puducherry

The Solar Energy Corporation of India (SECI) has issued a request for selection to install 13,043 kW of grid-connected rooftop solar projects on government buildings in Puducherry (Tranche-V).

The systems will be installed under the renewable energy service company (RESCO) mode.

Bids must be submitted by October 21, 2025. Bids will be opened on October 24.

Bidders must furnish an earnest money deposit of ₹900 (~$10.2)/kW and a bid processing fee of ₹6,000 (~$68.02).

Selected bidders must submit a performance bank guarantee of ₹3,375 (~$38.26)/kW. They must also sign a 25-year power purchase agreement (PPA) with SECI.

The scope of work entails the design, engineering, erection, testing, and commissioning of the solar projects. It also involves providing operation and maintenance services for the entire PPA term.

Selected bidders must supply and store project equipment and conduct civil works. They must also obtain a no-objection certificate from the relevant distribution company for grid connectivity.

Successful bidders must secure the projects’ net-metering, grid-connectivity, and all the permits, approvals, licenses, and insurance. They must also provide the training and other items for completing the projects.

Bidders must have a minimum net worth of ₹9,000 (~$102.04)/kW of the cumulative quoted capacity at the end of the previous financial year or seven days before the bid submission deadline.

Bidders must have a minimum working capital of ₹11,250 (~$127.55)/kW of the cumulative quoted capacity as of the end of the previous financial year or seven days before the bid submission deadline.

SECI also invited bids to set up a 1,000 kW grid-connected rooftop solar project at Rashtrapati Bhavan, New Delhi (Tranche-III).

In August this year, SECI issued a request for selection to set up 3,540 kW of grid-connected rooftop solar projects in educational institutions in three states in the country’s northeastern region (Tranche-II).
