MAHAPREIT Invites Bids to Empanel Solar Project Consultants

Mahatma Phule Renewable Energy and Infrastructure Technology (MAHAPREIT) has invited bids to empanel consultants to prepare pre-feasibility and detailed project reports (DPR) and financial models for rooftop and ground-mounted solar projects.
The consultants will be empanelled for two years.
Bids must be submitted by September 16, 2025. Bids will be opened on September 17.
Bidders must furnish an earnest money deposit of ₹50,000 (~$566), a bid document fee of ₹5,000 (~$57) plus GST, an empanelment fee of ₹20,000 (~$227) plus GST, and an application fee of ₹500 (~$6).
Consultants hired by MAHAPREIT to prepare the pre-feasibility report, DPR, or financial model for a specific solar project cannot later participate as a bidder or developer for that project.
The scope of work covers the site survey and assessment of rooftop structural suitability, load-bearing capacity, and shading analysis. Bidders must prepare simulation reports, pre-feasibility reports, and DPRs for MAHAPREIT’s solar projects.
It also encompasses preparing the financial model considering a renewable energy service company, capital expenditure, and operational expenses scenario. The financial model must also account for tariff structures, payback period analysis, internal rate of return, net cash flow, and other financial ratios to ensure the projects’ bankability.
The scope of work also includes bid preparation for the tendering process for selecting engineering, procurement, and construction contractors. Additionally, it includes bid evaluation, bid process finalization, and preparing the letter of award and the contract agreement.
Bidders must have expertise in large-scale solar project consultancy.
Bidders must have prepared DPRs, pre-feasibility reports, financial models, and managed bid processing for at least three rooftop, ground-mounted, or grid-connected solar projects with a minimum cumulative capacity of 1 MW over the past five years.
Bidders must have adequate software and analytical capacity to develop accurate technical and financial models for a solar project.
Bidders must have a minimum financial turnover of ₹5 million (~$56,634) in the last three financial years. They must have had a positive net worth in the previous year.
In June this year, MAHAPREIT issued a request for proposal to implement 500 MW of rooftop solar projects at multiple locations in Maharashtra, Goa, Gujarat, Uttar Pradesh, and Andhra Pradesh.
