Singareni Collieries Issues Consultancy Tender for a 250 MW Floating Solar Project

Singareni Collieries (SCCL) has issued a consultancy tender for a 250 MWDC floating solar project at Lower Manair Dam, Karimnagar. Singareni Collieries is the central government and the state of Telangana’s jointly owned coal mining company.

To participate in the tender, the bidder must furnish an irrevocable bank guarantee at 3% of the contract value, including Goods and Services Tax. The duration of the consultancy contract is 24 months.
The performance bank guarantee must be furnished within 30 days from the date of issue of letter of intent and must be valid up to 90 days over and above the contract period.
The scope of work includes basic engineering, design engineering review services of the engineering procurement and construction (EPC) contractor, site preparation and construction management, inspection and testing services and project handover services, and module inspection services.
Only Indian registered companies are eligible to participate in the tender. Consortiums, associations, and sub-contracting are not allowed for this tender.
The bidder must have consultancy experience of at least five years in solar project works in India, including a detailed project report or management consultancy services for floating solar projects of a minimum 25 MWDC capacity.
The bidder must have offered either project management consultancy, owner engineering services, or pre-bid engineering services for solar power projects other than rooftop solar of at least 50 MWDC capacity in a single contract.
The bidder should also have undertaken a cumulative consultancy work to up to 2 GWDC solar power projects other than rooftop solar in India in the last five years, FY16-17 to FY20-21.
Only completed or ongoing projects in India executed by Indian registered entities will be considered as experience. The bidder must have prior experience working with government agencies, state nodal agencies, public sector undertaking (PSUs) in India.
The bidding entity must have completed at least three solar energy consultancy engagements in the last five years in India. The bidder must have a team of a minimum of 20 full-time employees engaged only in renewable energy sector consultancy evidenced by the certificate on letterhead.
In the last three financial years, the bidder must have an annual turnover of ₹25 million (~$331,945), only for consultancy services for renewable projects.
The bidder must have a positive net worth as of March 31, 2021.
In March, SECI floated tenders for a total of 81 MW of solar projects at Singareni Collieries. The tender included 34 MW of ground-based solar PV projects, 32 MW of rooftop solar projects, and 15 MW of floating solar PV power projects at different sites.
