RUMSL Floats Consultancy Tender for 44 MW of Solar Projects

Rewa Ultra Mega Solar Limited (RUMSL) has invited bids to select a project management consultant to conduct technical studies and develop the request for proposal (RfP). The RfP is to select an EPC contractor and supervise work during the construction and operation of 44 MW of solar power projects. The projects would be at or near Madhya Pradesh Power Generating Company Limited’s (MPPGCL) thermal power plants.

Bidders will have to submit an amount equivalent to ₹500,000 (~$6,470) as bid security. The successful bidder will have to furnish 5% of the contract amount as a performance bank guarantee, which should be valid for 36 months.

The last date to submit the bids is May 30, 2022. Bids will be opened the following day.

The consultant will be required to conduct studies at the sites identified within or near the existing thermal plants mentioned below:

  • Shree Singaji Thermal Power Project, Khandwa – ground-mounted solar projects of 12 MW
  • Shree Singaji Thermal Power Project, Khandwa – rooftop solar capacity of 2 MW
  • Sanjay Gandhi Thermal Power Station, Birshingpur – ground-mounted projects of 25 MW
  • Amarkantak Thermal Power Station, Chachai – ground-mounted solar projects of 5 MW

The project management consultant will be responsible for technical studies, preparing technical standards for RfP, bid evaluation, selection of contractors, contract management, and performance measurement during the first year of operation.

The assignment will be for 36 months from the date of the work order.

To participate in the bidding process, the bidder should be a well-recognized firm having experience in providing long-term consultancy support (minimum 12 months) to develop power or renewable power projects in the last seven years.

The bidder should have experience providing project management consultancy in developing greenfield power projects, including thermal power plants, solar power projects, wind power projects, and hybrid power projects of a minimum value of ₹3.50 billion (~$45.29 million) for a single project.

Also, the bidder should have experience in assisting central, state, any public sector undertaking, or any agency designated by the Ministry of New and Renewable Energy for the development of solar, wind, hybrid, or renewable energy projects with a minimum capacity of 100 MW in the last five years.

The bidder should also have experience preparing two detailed project reports for any solar, wind, or hybrid project of at least 100 MW capacity, each at a single site in the last three years.

A penalty of 1% per week subject to a maximum of 10% of the fee will be deducted from the balance payment or the bank guarantee if there is a delay beyond the scheduled completion date.

The average minimum financial turnover of the consultancy firm should be at least ₹2 billion (~$25.88 million) during the last three financial years.

Recently, RUMSL issued a request for proposal for consultancy firms to prepare a feasibility study of three reservoirs in Madhya Pradesh for developing floating solar projects.

Earlier, RUMSL issued a request for proposal to select consultants for transaction advisory services for a 950 MW ground-mounted solar photovoltaic park with battery energy storage solution in the Chhatarpur district of Madhya Pradesh.

As per Mercom’s India Solar Tender Tracker, RUMSL has issued tenders for about 3.15 GW of solar power projects in Madhya Pradesh.
