Residential Welfare Association in Bengaluru Invites Bids for 150 kW Rooftop Solar Systems

Westend Heights Condominium Apartment Owners Welfare Association (WHCAOWA) in Bengaluru has issued a request for proposal to install up to 150 kW of rooftop solar systems under the Oorja Phase 2 program.

The scope of work includes the design and layout of the solar installation, including all civil, structural, electrical, and other related works. Post-installation and commissioning, the successful bidder must document the handover and provide the requisite training to the nominated personnel at the Association on the functioning and utilization of the system, especially maintenance.

This tender is among the few publicly floated rooftop solar tenders from residential welfare associations in the city. The residential apartment is located in DLF New Town in Akshayanagar, Begur.

The last day to submit the bids is May 15, 2022. Bids will be opened on the same day.

The work order must be limited to ₹6 million (~$78,579). The lowest bidder (LI) and all the other bidders within L1+15% will have further chances to improve their commercial offer. After negotiations for the entire work order, the tender will be awarded to the L1 bidder.

An amount equivalent to 5% of the invoice value will be retained as a performance guarantee during the invoice payment. Sixty percent of the retained amount will be released after six months from the date of completion of the project, while the other 40 % will be released after 12 months.

The work is divided into three parts based on priority. Under Part 1 (P1), up to 50 kW of rooftop systems must be installed on the terraces of towers A3 and A4. Under P2, up to 50 kW of rooftop systems must be installed on towers C3 and C4. Under P3, up to 50 kW of rooftop systems must be installed on towers D1 and D2.

The supply and installation of work must be completed within 90 days of signing the power purchase agreement with Bangalore Electricity Supply Company. Any delay in completing the work over the stipulated period will attract a penalty of 0.5% of the contract value per week, subject to a maximum of 10 % of the contract value. Liquidated damages will be calculated per week basis. Part of the week will be treated as a week for this purpose.

In January 2021, WHCAOWA floated a proposal for a 165 kW rooftop solar system. Solar developer and engineering, procurement, and construction service provider, U-Solar, had emerged as the winner in the auction.
