Rajasthan Electronics and Instruments (REIL) has invited bids for rate contracts for rooftop solar power projects of a total capacity of 17.55 MW on government buildings in 22 states/union territories.

The last date to submit bids is February 10, 2025. Bids will be opened on February 11.

Bidders must submit a tender fee of ₹5,000 (~$57.74) and a performance bank guarantee of 10% of the contract value.

The estimated project cost is ₹706.05 million (~$8.15 million).

The rate contract covers the survey, design, supply, erection, testing, and commissioning of rooftop solar power projects on various government buildings and comprehensive operations and maintenance (O&M) for 10 years.

Bidders must procure modules from class I suppliers and manufacturers listed in the approved list of models and manufacturers.

The rate contract will be valid for a year.

The maximum ceiling limit will be defined for all zones as follows:

Bidders must have experience of completing at least one of the following in the last seven years:

• Three similar works costing at least 40% of the estimated cost
• Two similar works costing at least 50% of the estimated cost
• One similar work costing at least 80% of the estimated cost

Similar work involves designing, supplying, installing, and commissioning grid-connected solar power projects in government buildings/projects.

Bidders must have experience in operation and maintenance for at least one year.

They must have an annual turnover of 30% of the estimated cost of the project in the last three years.

Bidders must maintain a minimum capacity utilization factor as follows:

Bidders must provide a guaranteed performance ratio of 75%.

In case of a shortfall in the performance ratio and the annual capacity utilization factor, the penalty will be calculated at ₹5 (~$0.057)/kWh for both.

Bidders must provide services for a greenshoe capacity at the same allocated tariff.

The installation and O&M rates must be 30% of the total cost. The O&M rates must be 10% of the total cost.

In 2022, REIL invited bids for the survey, installation, and commissioning of 1 MW of grid-connected rooftop solar projects on various buildings in Jammu and Kashmir.

According to Mercom’s India Solar Tender Tracker, REIL has issued tenders for over 186 MW of rooftop solar projects.
