NHPC Invites Bids for 39.73 MW Rooftop Solar Projects in Sikkim and J&K

NHPC has issued tenders for a cumulative capacity of 39.73 MW grid-connected rooftop solar projects under the renewable energy service company mode in Sikkim and Jammu and Kashmir.

Sikkim (5.06 MW)

Selected bidders under this tender must install 5.06 MW rooftop solar projects on government buildings across Sikkim.

Bids must be submitted by February 24, 2025. Bids will be opened on February 28.

The projects are divided into the following categories:

  • Category-1: Mangan district – 682 kW estimated potential
  • Category-2: Namchi district – 1,217 kW estimated potential
  • Category-3: Gangtok district – 1,790 kW estimated potential
  • Category-4: Soreng district – 366 kW estimated potential
  • Category-5: Gyalshing district – 735 kW estimated potential
  • Category-6: Pakyong district – 270 kW estimated potential
  • Bidders must furnish earnest money deposits ranging from ₹268,000 (~$3,096.82) to ₹1.77 million (~$20,452), depending on the project

Selected bidders must design, supply, install, commission, and maintain the projects.

Bidders must have installed 400 kW grid-connected solar systems, including at least one project with a minimum capacity of 40 kW.

Bidders must have an average annual turnover ranging from ₹5.4 million (~$62,397.81) to ₹35.4 million (~$428,053).

They must demonstrate a positive net worth in two of the last three financial years and meet working capital requirements ranging from ₹3 million (~$34,665.39) to ₹19.7 million (~$238,210.40).

Jammu and Kashmir (34.67 MW)

Selected bidders under this tender must install rooftop solar projects for multiple government departments in Jammu and Kashmir, under the management of the Jammu and Kashmir Energy Development Agency (JAKEDA).

Bids must be submitted by February 21, 2025. Bids will be opened on February 25.

The projects are divided into the following categories:

  • Category-1 for 5 kW to 20 kW
  • Category-2 for 20kW to 100kW
  • Category-3 for 100 kW and above

Bidders must furnish earnest money deposits of ₹6.7 million (~$77,418.50) and ₹10.2 million (~$122,500), depending on the project category.

Selected bidders must design, engineer, inspect, erect, test, and commission the projects. They must procure and supply equipment and materials and provide associated civil works and packaging, forwarding, unloading, and storage services at the project sites.

They must also obtain project permits, licenses, approvals, and certifications.

Bidders must have installed 400 kW grid-connected solar systems, with at least one system having a minimum capacity of 40 kW.

Bidders must have an average annual turnover ranging between ₹178.3 million (~$2.14 million) and ₹ 271.3 million (~$3.25 million) and working capital requirements varying from ₹99.1 million (~$1.19 million) to ₹150.7 million (~$1.81 million).

They must also have a positive net worth in two of the last three years.

Both projects must be commissioned within nine months of signing the power purchase agreements.

The projects must comply with the Approved List of Models and Manufacturers or the Reviewed List of Models and Manufacturers.

In December 2024, NHPC invited bids to install a cumulative capacity of 1,098 kW of rooftop solar power projects on buildings across its North-East Power Stations under the PM Surya Ghar: Muft Bijli.
