RECPDCL Invites Bids to Evacuate 3.5 GW Renewable Energy in Rajasthan

REC Power Development and Consultancy (RECPDCL) has invited bids to select a transmission service provider to establish an inter-state transmission system to evacuate 3.5 GW of renewable energy from Rajasthan’s renewable energy zones REZ PH-IV.
Bids must be submitted by October 4, 2024. Bids will be opened the same day.
Bidders must pay ₹500,000 (~$5,958) plus GST 18% as a tender document fee.
The design, construction, and testing of all equipment, facilities, components, and systems related to the project must comply with the Transmission Service Agreement and any relevant rules, regulations, orders, and guidelines issued by the central government.
The successful bidder must obtain a transmission license from the state Commission.
The designated ISTS customers will pay the transmission charges through the Central Transmission Utility (CTU), per the Central Electricity Regulatory Commission’s (Sharing of Inter-State Transmission Charges and Losses) Regulations.
Bidders must quote transmission charges based on the structure specified in the tender.
For Part A, bidders must have experience in developing projects in the Infrastructure sector within the last five years, with a total capital expenditure of at least ₹28.2 billion (~$336.1 million).
Additionally, each project should have a capital expenditure of no less than ₹5.64 billion (~$67.2 million).
Alternatively, bidders must have experience in construction projects in the infrastructure sector. The entity should have received total payments of at least ₹28.2 billion (~$336.1 million) from clients for fully completed construction works over the past five financial years. The payment received from each project should not be less than ₹5.64 billion (~$67.2 million).
The net worth of the bidder should be at least ₹11.28 billion (~$134.4 million), calculated based on unconsolidated audited annual accounts from any of the last three financial years.
The net worth for the last three financial years should not be negative.
For Part B, bidders should have experience developing infrastructure projects with a total capital expenditure of no less than ₹27.9 billion (~$332.5 million) in the last five years.
Additionally, the capital expenditure for each project must be at least ₹5.58 billion (~$66.5 million). This capital expenditure will only be considered if incurred on projects commissioned or completed at least seven days before the bid deadline.
Alternatively, bidders should have experience in the construction of infrastructure projects, having received total payments of no less than ₹27.9 billion (~$332.5 million) from clients for fully completed construction works during the last five financial years. The payment received for each project should not be less than ₹5.58 billion (~$66.5 million).
The bidders’ net worth must be at least ₹11.16 billion (~$134.4 million).
