Rajasthan Invites Bids for 238.4 MW Solar Projects Under KUSUM

Jaipur Vidyut Vitran Nigam (JVVNL) has invited bids from solar power generators for the design, survey, supply, installation, testing, and commissioning of 238.4 MW grid-connected solar power projects under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyaan (PM-KUSUM) program.

The projects will be executed under the renewable energy service company (RESCO) model.

The last date to submit bids is January 15, 2025. Bids will be opened on January 17.

Bidders must furnish an earnest money deposit of ₹100,000 (~$1,177.5)/MW and a performance bank guarantee of ₹500,000 (~$5,887.5)/MW. The tender documents’ cost is ₹11,800 (~$138.9).

The project’s estimated cost is ₹35 million (~$412,137.8)/MW.

Selected bidders must provide operations and maintenance services, 33 kV or 11 kV lines to connect the solar projects with various 33/11 kV substations, and remote monitoring systems.

They must commission the project within nine months of issuing the Letter of Award (LoA).

A 25-year purchase power agreement will be signed within two months of issuing the LoA.

The successful bidders must conduct a detailed site survey, execute land lease agreements, construct a control room, and inject power at the delivery point for 25 years at the awarded levelized tariff.

Single bidders or joint ventures with up to two members can bid for the tender.

Single bidders must submit an undertaking certifying ownership of assets of at least 20% of the total quoted capacity.

Other bidders must have a minimum 30% annual average turnover value of the total quoted capacity cost.

In October, JVVNL invited bids to develop 207 MW of grid-connected solar power projects under Component C of the PM-KUSUM program for agricultural feeder solarization. The estimated project cost is ₹35 million (~$416,277)/MW.
