Rajasthan Issues Empanelment Tender for 511 MW of Rooftop Solar Projects

Rajasthan Renewable Energy Corporation (RREC) has invited bids to empanel developers to install 511 MW of grid-connected rooftop solar systems on government buildings in the state.

Bids must be submitted by January 20, 2025. Bids will be opened on January 21.

Bidders must furnish an earnest money deposit (EMD) of ₹870,000 (~$10,187)/MW of the quoted capacity. Small-scale industries must furnish an EMD of ₹217,500 (~$2,546)/MW.

Selected bidders must submit a performance bank guarantee (PBG) of 3% of the order value. Small-scale industries can furnish a PGB of 0.5% of the order value.

Successful bidders must also oversee the projects’ operation and maintenance for 25 years.

The project must be commissioned within 12 months and must deliver a capacity utilization factor of at least 15%.

Selected bidders failing to complete the work on time will be penalized 5% of the PBG value weekly, subject to a maximum delay of 20 weeks. RREC can cancel the power purchase agreement if the delay exceeds this period.

Bidders must quote a minimum of 5 MW and a maximum of 100 MW capacity. They must quote at least 35 MW in Jaipur and 25 MW in Jodhpur.

Bidders must have designed, supplied, installed, tested, and commissioned at least one grid-connected solar project with a minimum capacity of 5 kW and a cumulative capacity of at least 10% of the quoted capacity in the last seven years.

They must have a minimum net worth of ₹6 million (~$70,259)/MW of quoted capacity. They should have a minimum average annual turnover of ₹10 million (~$117,098)/MW in the last three financial years.

RREC has mandated the use of solar modules from the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.

In November, RREC invited bids to empanel developers to commission 282 MW of grid-connected rooftop solar projects on government buildings in the state.
