Rajasthan Electronics Issues Tender for Supply of Solar Module Mounting Structures

Rajasthan Electronics and Instruments Limited (REIL), a joint venture between the Government of India and the Government of Rajasthan, has invited bids to procure solar photovoltaic (PV) module mounting structures.

The tender is for the supply of 1,000 mounting structures for 150 W of single solar modules. Bidders do not need to furnish any earnest money deposit (EMD) for this tender.

The last date to submit online bids is January 8, 2022. Bids will be opened on January 10.

According to the tender document, micro and small enterprises (MSEs) must declare their Udhyam Registration or Udhyog Aadhar number on the Central Public Procurement (CPP) portal. If not, MSEs would not be eligible for benefits under the procurement policy for MSEs.

Startup bidders also need to submit a valid certificate of recognition from the Department for Promotion of Industry and Internal Trade on the CPP portal. They will not be eligible for benefits if they do not submit the certificate.

REIL has earmarked 20% of the tendered quantity for MSEs suppliers. Of this 20% reserved quantity, 4% has been allocated for procurement from MSEs owned by Scheduled Caste (SC) or Scheduled Tribe (ST) entrepreneurs.

If the MSE vendor participating in the tender quotes within the price band of the lowest bid (L1) + 15%, the vendor will be allowed to supply the portion of the requirement subject to the vendor’s acceptance of the L1 price. In the case of more than one such MSE vendor, the supply will be shared proportionately.

REIL stated that indigenous manufacturers would be given preference if they meet the quality standards and specifications.

REIL will also prefer suppliers who have International Organization for Standardization (ISO) standards 9001:2015 and ISO 14001:2015.

The successful vendor must deliver module mounting structures within two weeks from the date of delivery clearance. If the vendor fails to deliver on time, liquidated damages at 1% of the value of the items weekly, subject to a maximum of 10% of the price of each unit so delayed, will accrue.

Last month, REIL issued a tender for solar PV module mounting structures for water pumping systems.

Mercom had earlier reported that REIL floated two tenders to supply solar PV module mounting structures.
