The Rajasthan Electronics and Instruments Limited (REIL), a joint venture between the Government of India and the Government of Rajasthan, has invited bids for 8 MW of grid-connected rooftop solar projects in the state.
The scope of the work includes the survey, design, supply of balance of system, installation, and commissioning of the project at various training institutions and educational establishments across Rajasthan.
The selected bidder will also have to take care of the operation and maintenance of the projects for five years.
The capacity of the projects will be in the range of 10 kW to 100 kW.
The last date to submit the bids online is May 10, 2021, and bids will be opened the following day. The pre-bid meeting will take place on May 5.
The successful bidder will have to furnish a security deposit amounting to 3% of the contract value within seven days from the date of the issuance of the letter of intent. Additionally, the bidder securing the projects will also have to submit 3% of the contract value as the performance bank guarantee, which should be valid for 66 months from the date of the handing over of the project.
To participate in the bidding process, the bidder should have installed and commissioned at least one grid-connected solar power project of capacity not less than 100 kW in the last two financial years for any government department or institution. The said projects should have been in successful operation for six months for the bidder to further qualify in the bidding process. The bidder should have experience of completion of at least 50 solar installation sites (>10kW) in any one of the last two financial years for any government department or institution. REIL further requires the bidder to have experience in installing grid-connected solar projects of a cumulative capacity greater than or equal to 4 MW, which should have been commissioned in the last three financial years for any government department or institution.
The bidder’s minimum average annual turnover for the last three financial years should be at least ₹60 million (~$808,453). The process also requires the bidder’s net worth to be positive.
As per the tender document, a minimum capacity utilization factor of 15% should be maintained for five years for the performance-related security deposit to be released.
In October last year, REIL invited bids from approved vendors to install and commission 2 MW of rooftop solar systems on various buildings in Jaipur.
Earlier, REIL had invited bids for the supply, installation, testing, and commissioning of 1 MW of grid-connected rooftop solar projects across various locations in Bihar.
According to Mercom’s India Solar tender Tracker, REIL has issued tenders for over 187 MW of rooftop solar projects until March 31, 2021.
