Rajasthan Commission Adopts Tariff for JVVNL’s 12.02 MW Solar Projects

The Rajasthan Electricity Regulatory Commission (RERC) has approved Jaipur Vidyut Vitran Nigam’s (JVVNL) petition to approve tariff for 12.02 MW solar projects under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) program.

The approved tariff ranges between ₹3.172/kWh (~$0.037) and ₹3.310 (~$0.039).

Background

JVVNL issued a request for selection for the solar projects in December 2023. It filed a combined petition before RERC for the approval of the purchase of power from 58 biddrers.

The letter of award was issued to the all successful bidders in August 2024. The initial hearing was conducted in January 2025.

One of the selected bidders, KNY Projects, raised concerns about the non-acceptance of its bids by JVVNL. The company eventually accepted a counteroffer for the levelized tariff, and a letter of intent was issued. JVVNL is now seeking tariff approval from the commission for 12.02 MW.

Commission’s Analysis

The Commission noted that the bidding process followed by JVVNL was transparent and followed government guidelines.

The petitioner, the Commission stated, also acknowledged the importance of the PM-KUSUM program in promoting the adoption of renewable energy. Emphasizing the need for system studies to integrate solar power into the grid, it directed JVVNL to continue exploring opportunities to cluster multiple substations.

JVVNL also provided a detailed breakdown of the levelized tariff computation, considering factors such as the debt-equity ratio, capital costs, capacity utilization factors, and operational expenses.

The Commission approved the discovered tariff, finding it to be competitive and market-aligned.

It also directed distribution companies (DISCOMs) to ensure that market conditions for domestic content requirements comply with the Ministry of New and Renewable Energy’s guidelines.

RERC also directed the DISCOMs to conduct system studies or load flow studies  to ensure the proper integration of these systems with the network and to optimize the network’s utilization.

In March, the Commission approved a pre-determined levelized tariff of ₹3.04 (~$0.036)/kWh for 5,000 MW solar capacity under Component A of PM-KUSUM.
