Rajasthan Invites Bids for 33 MW of Solar Projects Under KUSUM Program

Jodhpur Vidyut Vitran Nigam (JDVVNL) has invited bids to install and commission 32.76 MW of grid-connected solar power projects in various subdivisions of Balotara division in the Barmer circle under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM).

The successful bidder will also have to operate and maintain the project for 25 years.

The projects will be developed under the Renewable Energy Service Company (RESCO) model for solarizing agriculture pumps in the subdivisions.

The last date to submit the bids online is June 5, 2023. Bids will be opened on June 7.

Bidders must submit ₹100,000 (~$1,223)/MW as an earnest money deposit. Successful bidders must furnish an amount equivalent to ₹500,000 (~$6,113)/MW of the quoted capacity as a performance bank guarantee.

The estimated project cost is ₹35 million (~$427,938)/MW of the quoted capacity.

A power purchase agreement (PPA) for 25 years at the levelized tariff approved by the Rajasthan Electricity Regulatory Commission will be executed between the bidder and the Rajasthan Urja Vikas Nigam within seven days of the submission of the performance bank guarantee.

The projects must be commissioned within nine months from the PPA’s signing.

For land owners, farmers, and any individual possessing the required land for the project, an undertaking certifying the ownership of assets of at least 20% of the total cost of the quoted capacity must be submitted.

The minimum average annual turnover of bidders should be at least 30% of the total cost of the quoted capacity during the last three financial years.

The solar power generator must secure connectivity with the 33/11 kV substation for evacuation of power by the commissioning date.

In March this year, JDVVNL invited bids to develop 24 solar projects with an aggregate capacity of 60.48 MW under Component-C of the KUSUM program in various subdivisions of Jaisalmer -Division under Jaisalmer Circle.

Earlier, JDVVNL had floated a tender for developing 113.2 MW grid-connected solar projects through the RESCO model under Component C of the PM-KUSUM program for feeder solarization.
