Rajasthan Invites Bids for 347 MW of Solar Projects Under KUSUM Program

The projects will be developed under the RESCO model

Jaipur Vidyut Vitran Nigam (JVVNL) has invited bids for the installation and commissioning of 347 MW of grid-connected solar projects under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) program.

The successful bidder must undertake the projects’ operation and maintenance for 25 years from the commercial operation date.

The projects will be developed under the renewable energy service company (RESCO) model.

The estimated project cost is ₹35 million (~$425,450)/MW of the quoted capacity.

Bidders must submit ₹100,000 (~$1,216)/MW as an earnest money deposit for all the tenders. The successful bidder must furnish ₹500,000 (~$6,078)/MW of the quoted capacity as a performance bank guarantee.

A power purchase agreement (PPA) for 25 years at the levelized tariff will be executed between the bidder and the Rajasthan Urja Vikas Nigam within seven days of submitting the performance bank guarantee.

The projects must be commissioned within nine months from the PPA signing.

For landowners, farmers, and any individual possessing the required land for the project, an undertaking certifying the ownership of assets of at least 20% of the total cost of the quoted capacity must be submitted.

To be eligible, the minimum average annual turnover of bidders should be at least 30% of the total cost of the quoted capacity during the last three financial years.

JVVNL has mandated using indigenously manufactured solar panels with indigenous solar modules for these projects. Only the models and manufacturers included in the latest Approved List of Models and Manufacturers (ALMM) issued by the Ministry of New and Renewable Energy should be used by the solar power generator.

The successful bidder will get eligible central financial assistance (CFA) as per the guidelines issued by the Ministry of New and Renewable Energy through the distribution company (DISCOM) on the successful operation of the project for two months after commissioning with at least one month capacity utilization factor (CUF) as per the minimum CUF agreed in the PPA.

Tender-1

It is for commissioning 92.72 MW solar projects. The last date to submit the bids is June 19, 2023. Bids will be opened on June 21.

Tender-2

The bids have been issued for commissioning 72.85 MW of solar projects The last date to submit the bids is June 20, 2023. Bids will be opened on June 22.

Tender-3

It deals with the commissioning of 79.35 MW of solar projects. The last date to submit the bids online is June 21, 2023. Bids will be opened on June 23.

Tender-4

Bids have been invited for the installation and commissioning of 102.47 MW of solar power projects. The last date to submit the bids is June 16, 2023, and bids will be opened on June 20.

Recently, the Jodhpur Vidyut Vitran Nigam floated seven tenders for installing and commissioning 452 MW of grid-connected solar power projects in various subdivisions of Barmer Circle under Component C of the PM-KUSUM program.

Earlier, JVVNL had floated a tender for developing 113.2 MW grid-connected solar projects through the RESCO model under Component C of the PM-KUSUM program for feeder solarization.
