Punjab Announces Tender for 19,000 LED Solar Streetlights

The Punjab Energy Development Agency (PEDA) has floated a tender for 19,000 solar streetlights in the state under the Ministry of New and Renewable Energy’s (MNRE) off-grid and decentralized solar photovoltaic (PV) program.

The scope of work includes the supply, installation, and commissioning of solar street lights along with five years of repair and maintenance.

Interested bidders are expected to make an earnest money deposit (EMD) of ₹3 million (~$40,103). The last date for submission of bids is May 28, 2020.

To be eligible to take part in the competitive bidding process, applicants must have experience of installing at least 2,850 LED streetlights or 34.2 kW of solar power projects in the last three years. Alternatively, streetlight engineering, procurement, and construction (EPC) contractor with experience undertaking projects worth at least ₹71 million (~$949,108) in the last three years are also eligible.

Additionally, applicants must have had an annual turnover of at least ₹71 million (~$949,108) in the last three financial years, and they must have been profitable in the last financial year with a net worth of at least 100% of the paid-up share capital.

A little earlier, Mercom reported that the Energy Efficiency Services Ltd (EESL), a government entity under the administrative control of the Ministry of Power, floated a tender for the design, manufacture, testing, and supply of 1.9 million LED streetlights in Telangana gram panchayats and other states across India.

The MNRE recently issued a notice stating that it is shutting down Phase II of the Atal Jyoti Yojana (AJAY) program due to the global COVID-19 outbreak. Under the program, 12 W LED solar streetlights were being supplied in parliamentary constituencies with 75% of the cost being borne by the MNRE and the remainder coming from the Member of Parliament Local Area Development Scheme (MPLADS).

Last month, Uttar Pradesh Small Industries Corporation Limited also invited bids for the supply and installation of 400 lithium ferro phosphate battery solar streetlights for District Rural Development Agency (DRDA), Varanasi under the marketing assistance program. Similarly, another tender was floated for the supply and installation of 200 lithium phosphate battery solar streetlights for DRDA, Sultanpur. In another tender, bids were called for 36 lithium ferro phosphate battery solar streetlights for DRDA, Sultanpur.
