Punjab Invites Bids for 20 MW Solar Projects on Public Buildings

The Punjab Energy Development Agency (PEDA) has issued a tender for the design, supply, installation, and commissioning of 20 MW of grid-connected rooftop and ground-mounted solar photovoltaic (PV) systems on government buildings across Punjab and Chandigarh.

The last date for bid submission is August 30, 2024, with bids scheduled to be opened on September 2. Bidders must submit an earnest money deposit of ₹1 million (~$12,000).

The selected contractors will be responsible for the entire project lifecycle, from site survey and design to installation, testing, and commissioning. They must also provide warranty and maintenance services for five years post-commissioning.

The tender calls for a rate contract for solar systems ranging from 1 kW to 1.5 MW in capacity. PEDA has divided the tender into five categories based on system sizes: 1-3 kW, 3-10 kW, 10-100 kW, 100-500 kW, and 500-1500 kW. The tender specifies completion timelines ranging from 90 days for smaller systems up to 10 kW to 150 days for the largest category of 500-1500 kW systems.

To qualify, bidders should have installed and commissioned a cumulative capacity of at least 2 MW of solar PV systems in India over the last five financial years for government agencies, state nodal agencies, or public/private sector clients. They should have an average annual turnover of ₹500 million (~$6 million) in any three of the last four financial years.

Contractors can claim a 10% advance payment upon signing the contract, followed by 60% upon delivery of equipment. A further 20% will be released after successful installation, with the final 10% paid after commissioning. The annual maintenance charges will be paid in five equal instalments over the five-year maintenance period.

Bidders must use modules as per the approved list of models and manufacturers issued by the Ministry of New and Renewable Energy (MNRE).

MNRE recently said it plans to install rooftop solar systems on all central and state government buildings by December 2025 as part of the recently approved PM Surya Ghar: Muft Bijli Yojana.

The Punjab State Power Corporation in February invited bids to set up 31.37 MW rooftop solar power projects at various office buildings, 66 kV grid substations, hydel projects, and thermal projects.
