POWERGRID Floats ISTS Tender to Evacuate Power From Green Hydrogen Projects

Power Grid Corporation of India (POWERGRID) has invited bids to select a consortium partner to set up an interstate transmission system (ISTS) to evacuate power from proposed green hydrogen and green ammonia projects in Visakhapatnam, Andhra Pradesh.

The completion period for the ISTS (two packages) is 27 months.

These tenders are for a pre-bid tie-up, and their award is contingent on POWERGRID winning the upstream tender floated by REC Power Development Consultancy for the evacuation of green hydrogen and green ammonia projects.

Tender I

The tender is for setting up the Khammam-II–Pendurthi 765 kV (Part I) and Khammam-II–Khammam 400 kV transmission lines.

The last date to submit the bids is April 7, 2026. Bids will be opened on the same day.

The scope includes detailed survey activities such as route alignment, profiling, tower spotting, soil resistivity measurement, and geotechnical investigations, including special foundations where required. It also covers check surveys and optimization of tower locations.

The package includes the fabrication and supply of all types of transmission line towers, including river-crossing towers, as well as fasteners and hardware. It also includes the supply of tower accessories such as phase plates, number plates, anti-climbing devices, and bird guards.

The scope further covers the supply of key materials, including earth wire, hardware fittings, AL59 Zebra conductors for 765 kV lines, AL59 Moose conductors for 400 kV lines, insulators, and optical ground wire, along with associated fittings and accessories.

Bidders must have experience as a prime contractor in executing transmission line projects. They should have completed at least one transmission line project of 100 km or more at 345 kV double-circuit or higher voltage level in the last seven years.

The scope of the completed project must include the tower foundation, erection and stringing, and the supply of towers, tower parts, and key line materials such as conductors, insulators, and hardware fittings.

Bidders must have a minimum average annual turnover of ₹2.97 billion (~$31.58 million), calculated over the best three of the last five financial years.

They must also demonstrate liquid assets or access to credit facilities of at least ₹494.4 million (~$5.25 million).

Bidders must have a positive net worth in each of the last three financial years.

Tender 2

The tender is for setting up the Khammam-II–Pendurthi 765 kV (Part II) transmission line as part of the same Vizag green hydrogen and ammonia evacuation system.

The last date to submit the bids is April 6, 2026. Bids will be opened on the same day.

The scope of work covers the establishment of the Khammam-II–Pendurthi (Vizag) 765 kV double-circuit transmission line (Part II).

It entails conducting detailed surveys, engineering, tower design, fabrication and supply of towers and accessories, foundation works, and erection of towers, along with stringing of conductors, earth wire, and optical ground wire.

The scope also includes installation of associated fittings and accessories, testing and commissioning of the transmission line, and all other works required for the completion of the project in accordance with the technical specifications provided in the bidding documents.

Bidders must have experience as a prime contractor in executing transmission line projects. They should have completed at least one transmission line project of 100 km or more at 345 kV double-circuit or higher voltage level in the last seven years.

The project scope includes tower foundations, erection and stringing, and the supply of towers, tower parts, and key line materials such as conductors, insulators, and hardware fittings.

Bidders must have a minimum average annual turnover of ₹5.13 billion (~$54.55 million), calculated based on the best three of the last five financial years.

They must also demonstrate liquid assets or access to credit facilities of at least ₹854.4 million (~$9.08 million).

Bidders must have a positive net worth in each of the last three financial years.

POWERGRID had earlier floated similar tenders to select a consortium partner to set up ISTS to evacuate 5 GW of power from green hydrogen and green ammonia projects proposed in Andhra Pradesh’s Visakhapatnam area.
