Power Grid Corporation of India has invited bulk contract bids to supply and install 7 MW of rooftop solar systems on its buildings in northern and western regions under the PM Surya Ghar: Muft Bijli Yojana.
The northern region will have a total capacity of 4 MW, covering installations in Uttarakhand, Chandigarh, Delhi, Rajasthan, Uttar Pradesh, and Haryana. The last date for bid submission is March 3, 2025, and bids will be opened the following day.
In the western region, the total capacity will be 3 MW, with installations in Gujarat, Madhya Pradesh, Dadra and Nagar Haveli, Daman and Diu, Maharashtra, Goa, and Chhattisgarh. The last date for submission in this region is March 4, 2025, and bids will be opened the next day.
The bid security for each region is ₹1 million (~$11,509).
Bidders exempted from submitting bid security must provide an amount equivalent to 2% of the total bulk contract price as performance security within 28 days of the award. The bid security for other bidders will be automatically converted into performance security.
The scope of work includes the supply, installation, and commissioning of grid-connected rooftop solar systems. As per state utility regulations, contractors must provide a three-phase net meter, reverse power flow scheme, or zero export controller. If a reverse power blocking scheme or zero export controller is required instead of a net meter, it must be included at no additional cost.
The systems must be installed within six months of issuing the work order.
Successful bidders must undertake comprehensive maintenance for five years from the date of commissioning or the start of net metering, whichever is later.
Bidders must have commissioned grid-connected solar projects with a minimum cumulative capacity of 300 kW during the last three years or be manufacturers of solar modules listed in the Approved List of Models and Manufacturers.
Entities who are distributors or dealers of solar modules and have supplied modules with a cumulative capacity of at least 1 MW during the last three years can also submit bids.
Their minimum average annual turnover for the best three years out of the last five financial years of the bidder should be ₹60 million (~$690,653). Bidders must also have liquid assets or evidence of access to or availability of credit facilities of at least ₹10 million (~$115,115).
Their net worth for the last three financial years should be positive.
Recently, POWERGRID invited bids for a 1.07 MW rooftop solar project at the National Institute of Technology Durgapur in West Bengal.
