Potaliya Petrochemicals, Kishan Infrastructure Win SECI’s 17.77 MW Rooftop Solar Auction

Potaliya Petrochemicals and Kishan Infrastructure Industries have won the Solar Energy Corporation of India’s (SECI) auction to install 17.77 MW of grid-connected rooftop solar projects on government buildings in Puducherry (Tranche-V).

Potaliya Petrochemicals won 15 MW, and Kishan Infrastructure Industries won 2.768 MW at a tariff of ₹4.11 (~$0.0434)/kWh.

SECI 17.77 MW Rooftop Auction

The tender was floated in September last year, and an amendment was issued later, increasing the total capacity from the originally tendered 13,043 kW to 17,768 kW.

The scope of work entails the design, engineering, erection, testing, and commissioning of the solar projects. It also involves providing operations and maintenance services for the entire term of the power purchase agreement (PPA).

Successful bidders must secure the projects’ net metering, grid connectivity, and all permits, approvals, licenses, and insurance.

The transmission of power up to and including the point of interconnection, where metering is performed for energy accounting, should be the developer’s responsibility. The maintenance of the transmission system up to and including the interconnection point should be the developer’s responsibility.

The developer should maintain a capacity utilization factor (CUF) within + 10% and – 15% of the declared value till the end of 10 years from the commissioning date, subject to the annual CUF remaining minimum of 15%, and within +10% and -20% of the declared value of the annual CUF thereafter until the end of the PPA term.

The modules to be used for the project should be from the Approved List of Models and Manufacturers List I.

Last December, Enfros Solutions, Himalayan Solar, Stockwell Solar, and Sesola Power Projects won 5.8 MW of the 6.25 MW capacity auctioned by SECI to set up rooftop solar projects across nine government institutions in six states.
