PFC Invites Bids to Evacuate 3 GW Power for Green Hydrogen Projects

PFC Consulting has invited bids to evacuate 3 GW of power for green hydrogen/ammonia projects on a build, own, operate, and transfer mode in the Kakinada area, Andhra Pradesh.

Bids must be submitted by May 6, 2025. Bids will be opened on the same day.

Bidders must submit a bid procurement fee of ₹500,000 ($7,000) plus 18% GST.

They must furnish an earnest money deposit of ₹149 million (~$1.7 million).

Selected bidders must submit a contract performance guarantee of ₹372.5 million (~$4.26 million).

The scope of work entails establishing the Kakinada 765/400 kV, 3×1500 MVA substation with a 240 MVAr bus reactor and the line-in-line-out system of Vemagiri – Srikakulam 765 kV D/c line at Kakinada substation with 240 MVAr static line rating at the Kakinada GH end on Srikakulam in the Kakinada section.

It also involves setting up a ± 300 MVAr STATCOM with 2×125 MVAr MSC at Kakinada 765/400 kV GIS S/s with a control switching arrangement for the proposed 1×240 MVAr bus reactor.

Successful bidders must establish, operate, and maintain the project. They must prepare surveys, formulate detailed project reports, arrange financing, conduct project management, and procure necessary consents, clearances, and permits.

They must also design, engineer, supply equipment and materials, and construct, erect, test, and commission the project.

Successful bidders must also provide compensation for the project land.

They must complete the project within 24 months.

The electricity demand for the green ammonia projects in the Kakinada area is targeted to reach nearly 6 GW.

The demand is expected to reach 1,775 MW by 2027, 3,275 MW by 2028, 4,645 MW by 2029, and 6,015 MW by 2030.

The Central Transmission Utility received general network access applications from bulk consumers for 2 GW for different green hydrogen/ammonia developers.

The existing transmission lines will facilitate the integration and supply of 3 GW of power from these projects.

Bidders must have developed projects in the infrastructure sector with a minimum capital expenditure of ₹7.45 billion (~$85.34 million) in the last five financial years. Capital expenditure for each project must have been at least ₹1.49 billion (~$17.06 million).

Alternatively, they must have developed projects where they received minimum aggregate payments of ₹7.45 billion (~$85.34 million) in the last five financial years. Payments received from each project must have been at least ₹1.49 billion (~$17.06 million).

Bidders must have had a minimum net worth of ₹2.98 billion (~$34.13 million) in the last three financial years.

In 2024, PFC Consulting invited bids to set up transmission systems to evacuate a cumulative 6 GW of power to cater to green hydrogen/ammonia manufacturing projects in Kandla and Mundra in Gujarat.

The same year, the company issued a request for proposal to select a transmission service provider to establish an interstate transmission system at Kurnool-III PS, Andhra Pradesh, to integrate an additional 4.5 GW of renewable energy.
