PFC Invites Bids for Renewable Energy Transmission Project in Madhya Pradesh

PFC Consulting has invited bids to augment the evacuation capacity of renewable energy by 4.5 GW and construct line bays at the Mandsaur substation in Madhya Pradesh.

Bids must be submitted by May 16, 2025. Bids will be opened on the same day.

Bidders must submit a bid document fee of ₹500,000 (~$5,759.45).

They must also furnish a contract performance guarantee of ₹135 million (~$1.5 million) and a bid bond of ₹54 million (~$622,021).

The project involves creating a new 400 kV and 765 kV bus section-II through sectionalizer arrangement and a new 220 kV bus section-3 with sectionalizer arrangement at the Mandsaur pooling substation. It also entails augmenting the substation’s transformation capacity.

The scope of work involves the following:

  • A 220 kV line bay for interconnection with Waaree Renewable Technologies’ solar project
  • A 400 kV line for interconnection with NTPC Renewable Energy’s solar project
  • A 220 kV line bay for interconnection with JSP Green’s wind project
  • A 220 kV line bay for interconnection with TEQ Green Power’s hybrid project

All the line bays will be located at the Mandsaur pooling station.

Besides designing, engineering, constructing, and commissioning the project, successful bidders must provide compensation for the project land.

Selected bidders must establish, operate, and maintain the project on a build, own, operate, and transfer basis. They must also conduct surveys, prepare detailed project report formulation, arrange finance, and conduct project management.

They must obtain consents, clearances, and permits. These include way leave, environment, forest, civil aviation, railway/ road/river/canal/power crossing/power, and telecommunication coordination committee clearances.

The project must be completed by March 30, 2028.

Bidders must have developed infrastructure projects with an aggregate capital expenditure of at least ₹5 billion (~$57.59 million) in the last five years. Each project must have had a minimum worth of ₹1 billion (~$11.51 million).

Alternatively, they must have constructed infrastructure projects where they received aggregate payments of at least ₹5 billion (~$57.59 million) in the last five years. Each project must have had a minimum worth of ₹1 billion (~$11.51 million).

Bidders must have a net worth of at least ₹2.5 billion (~$28.79 million) in the last three financial years.

Recently, PFC invited bids to evacuate 3 GW of power for green hydrogen/ammonia projects on a build, own, operate, and transfer mode in the Kakinada area, Andhra Pradesh.

In 2024, the company issued a request for proposal to select a transmission service provider to establish an interstate transmission system at Kurnool-III PS, Andhra Pradesh, to integrate an additional 4.5 GW of renewable energy.
