PFC Consulting Tenders Intrastate Transmission Project in Maharashtra

PFC Consulting has invited bids to establish an intrastate transmission system involving a 765/400/220 kV air-insulated substation (AIS) at Dolvi in the Raigad District of Maharashtra.

AIS Dolvi has been planned to facilitate a reliable power supply of 3,000 MW to bulk power consumers, catering to the production of green hydrogen and its derivatives, and to renewable energy evacuation.

Bids must be submitted by February 3, 2026. Bids will be opened on the same day.

Bidders must furnish a document fee of ₹500,000 (~$5,587) and a bid bond of ₹322.1 million (~$3.59 million).

Selected bidders must submit ₹805.2 million (~$9 million) as a contract performance guarantee within ten days from the date of issue of the letter of intent.

The scope of work entails establishing a 765/400/220 kV AIS Dolvi substation with 5×1500 MVA, 765/400 kV ICTs and 3×500 MVA, 400/220 kV ICTs, along with 1×240 MVAr, 765 kV bus reactor and 1×125 MVAr, 420 kV bus reactor, including all associated 765 kV, 400 kV and 220 kV switchyard bays, bus coupler/transfer bays, and mandated future space provisions.

It also involves constructing a 765 kV 2×D/C transmission line from the AIS Dolvi substation to the AIS Kandalgaon (proposed) substation.

Additionally, the selected bidder must execute LILO of both circuits of the existing 400 kV D/C Padghe–Nagothane line at AIS Dolvi, by creating the necessary line sections and terminal bays at Dolvi.

The scope further includes building a 220 kV D/C line from AIS Dolvi to the 220 kV Wadkhal (existing) substation, and carrying out LILO of the existing 220 kV D/C Apta–Uran line at AIS Dolvi, with complete termination arrangements.

The system must be commissioned within 24 months of signing the transmission service agreement.

Bidders must have developed infrastructure projects with a total capital expenditure of at least ₹16.1 billion (~$179.9 million) in the last five years. The capital expenditure of each project must have been at least ₹3.2 billion (~$35.7 million).

The projects must have been completed at least seven days before the bid submission deadline. Bidders must have held at least 26% ownership in the company executing the projects from financial closure to commissioning.

Bidders can also participate if they have received at least ₹16.1 billion (~$179.9 million) from clients for completed infrastructure projects over the past five years. The payment for each project must have been at least ₹3.2 billion (~$35.7 million).

Bidders must have a minimum net worth of ₹6.4 billion (~$71.5 million) in the last three financial years. Their net worth should not have been negative in any of the past three financial years.

Recently, PFC Consulting issued a request for proposal to set up an intrastate transmission system for the air-insulated substation at Kandalgaon in Raigad on a build, own, operate, and transfer basis.

In September this year, PFC Consulting invited bids for the establishment of an interstate transmission system to facilitate the drawal of renewable energy at the South Kalamb Substation in Maharashtra.
