PFC Consulting Tenders Intrastate Transmission Project in Maharashtra

PFC Consulting has issued a request for proposal to set up an intrastate transmission system (InSTS) for the air-insulated substation at Kandalgaon in Maharashtra’s Raigad district on a build, own, operate, and transfer basis.

Bids must be submitted by January 6, 2026. Bids will be opened on the same day.

Bidders must furnish an earnest money deposit of ₹219.6 million (~$2.47 million) and a document fee of ₹500,000 (~$5,636.73) plus 18% GST.

Selected bidders must submit a performance bank guarantee of ₹549 million (~$6.19 million).

The project has been planned to facilitate a reliable power supply to potential pumped storage projects with a capacity of 3 GW and the evacuation of power generated from them in the Raigad district.

The scope of work entails the design, engineering, procurement, construction,  erection, testing, and commissioning of the InSTS. It also includes providing operation and maintenance services.

Selected bidders must install three 1,500 MVA, 765/400 kV interconnecting transformers (ICT) with a 240 MVAr bus reactor at the 765 kV level and two 500 MVA, 400/200 kV ICTs with a 125 MVAr bus reactor at the 400 kV level.

Successful bidders must prepare detailed project reports, arrange finance, and obtain the consents, clearances, and permits.

The scope also includes selecting the location of the greenfield substations (either switching stations, high-voltage direct current terminals, or inverter stations) for generation pooling and load-serving substations.

Additionally, it involves obtaining the transmission license.

Components qualifying under the Make in India initiative will be preferred.

The project must be completed within 24 months.

Bidders must have developed projects in the infrastructure sector in the last five years, with a minimum aggregate capital of ₹10.98 billion (~$123.78 million). Each project must have had a capital expenditure of at least ₹2.19 billion (~$24.75 million). These projects must have been completed at least seven days before the bid submission deadline.

Alternatively, bidders must have received minimum aggregate payments of ₹10.98 billion (~$123.78 million) for fully completed construction works in the last five financial years. Payment received for each work must have been at least ₹2.19 billion (~$24.75 million). Bidders must have received these payments at least seven days before the bid submission deadline.

Bidders must have a minimum net worth of ₹4.39 billion (~$49.51 million) during the last three financial years. They must not have had a negative net worth in any of these years.

In September this year, PFC Consulting invited bids for the establishment of an interstate transmission system to facilitate the drawal of renewable energy at the South Kalamb Substation in Maharashtra.

In August, PFC Consulting issued a request for proposal to establish an intrastate transmission system, aiming to enhance power evacuation capacity by 1.5 to 2 GW from the renewable energy-rich areas of Wagdari, Akkalkot, and South Solapur in Maharashtra.
