Odisha Renewable Energy Development Agency (OREDA) has issued a request for empanelment for the design, engineering, supply, installation, testing, and commissioning of grid-connected rooftop solar systems of up to 10 MW cumulative capacity.

Bids must be submitted by January 27, 2025. Bids will be opened on February 1.

Bidders must furnish a bid security of ₹300,000 (~$3,468.8) and a processing fee of ₹1,000 (~$11.5). They must also submit a 10% performance bank guarantee.

Selected bidders must ensure a remote communication facility is available at each project location.

Successful bidders must commission the net meter at the project site and complete the load/contract demand enhancement. They must undertake scheduled, corrective, and breakdown maintenance for five years from the contract award.

Successful bidders must meet the minimum guaranteed power generation during commissioning. They must also meet the related capacity utilization factor of 14% per the location’s global horizontal irradiance levels for five years.

Bidders must apply for a minimum of 10 kW capacity. The total project capacity during the empanelment period may be increased or decreased at OREDA’s discretion.

Bidders must have completed rooftop, ground-mounted, on-grid, or off-grid power projects with a total capacity of 500 kW. Bidders registered in Odisha must have completed projects with a minimum total capacity of 200 kW.

Bidders must have an average annual turnover of at least ₹20 million (~$231,216) in the last three years.

Recently, OREDA issued a request for selection to set up 10,000 off-grid solar water pumps of capacities ranging from 1 HP to 7.5 HP under Component B of the PM-KUSUM program. The tender specifies that the number of water pumps can be revised by 20% based on feasibility and other conditions.

In June 2024, OREDA invited expressions of interest from consultants for a detailed survey and preparation of feasibility reports for grid-connected rooftop solar projects on government buildings.
