Odisha Floats Consultancy Tender for Rooftop Solar Projects

Odisha Renewable Energy Development Agency (OREDA) has invited expressions of interest from consultants for a detailed survey and preparation of feasibility reports for grid-connected rooftop solar projects on government buildings.

The last day to submit the bids is July 10, 2024. Bids will be opened on July 16.

Bidders must submit ₹12,980 (~$155) towards bid application and processing fees. They must also furnish a bid security of ₹1 million (~$11,968).

Successful bidders must furnish 10% of the contract price as a contract performance bank guarantee within 20 days of the issue of the letter of award.

Bidders must have consultancy experience of at least five years in renewable energy project-related work. They should have done consultancy work on at least two rooftop projects of a minimum of 100 kW capacity each or a cumulative capacity of a minimum of 500 kW.

They should have an average annual turnover of ₹1.5 million (~$17,952) from consulting or advisory business in India during the last three financial years.

OREDA will allocate the sites to the consultant in a phased manner, with each batch containing a minimum of 30 sites. OREDA retains the discretion to distribute sites among empaneled consultants according to geographic distribution.

The final feasibility report must be submitted within 20 days from the letter of award.

If a consultant does not complete the services within the specified time frame, OREDA will impose liquidated damages at 0.5% of the delayed services’ value for each week. The total penalty will not exceed 5% of the overall contract price.

In November, OREDA invited bids to install 6.462 MW of rooftop solar projects on government buildings in Odisha under the renewable energy service company model with a net metering or virtual net metering facility.
