NVVN Invites Bids for Residential Rooftop Solar Systems in Uttar Pradesh

NTPC Vidyut Vyapar Nigam Limited (NVVN), a wholly owned subsidiary of NTPC, has invited bids to select channel partners for the installation of grid-connected solar systems under the PM Surya Ghar: Muft Bijli Yojna in the districts of Uttar Pradesh covered under four distribution companies (DISCOMs).
The four DISCOMs are Purvanchal Vidyut Vitran Nigam, Dakshinanchal Vidyut Vitran Nigam, Madhyanchal Vidyut Vitran Nigam, and Paschimanchal Vidyut Vitran Nigam.
The last date to submit bids for the four zones is June 27, 2024. Bids will be opened the next day.
Four channel partners will be selected for each zone (the L1 bidder and 11 non-L1 bidders matching the L1 price in the order of their ranking). In addition to the other bidders, three non-L1 bidders matching the L1 price (except the bidder with H1 price) in the state/UT will be kept in the reserve list.
Bidders must pay a bid security of ₹2 million (~$23,941.27) for each zone.
Channel partners must gather all necessary information under the program as outlined in the MNRE draft guidelines.
Bidders can qualify through two routes:
Route 1: The channel partner must be one of the following:
- Should be an EPC contractor involved or supervised the construction and commissioning of a grid-connected solar project of a minimum cumulative capacity of 1 MW in the previous financial year.
- Should be a manufacturer of solar PV modules included in the ALMM published by MNRE.
- Should be a solar module distributor who has supplied modules of cumulative capacity of at least 2 MW in the previous financial year.
- Should be a supplier of module mounting structures and has supplied such structures of a cumulative capacity of at least 2 MW in the previous financial year.
Route 2: The channel partner should:
- Be a distributor or dealer for consumer durables or a combination of switchgear and or control gear components, have offices or warehouse facilities in more than one district, or
- Have agreements with at least five vendors, each having installed at least five rooftop solar systems from April 1, 2023.
The channel partners’ average annual turnover should have been at least ₹30 million (~$360,000) during the preceding three financial years.
The bidders’ net worth as of the last day of the previous financial year should not be less than 100% of their paid-up share capital.
Recently, NVVN invited bids from channel partners to install grid-connected solar power systems under PM Surya Ghar: Muft Bijli Yojana in the districts of Andhra Pradesh covered under Central Power Distribution Company and Eastern Power Distribution Company.
