NVVN Invites Bids for 1 MW Rooftop Solar Project for DRDO in Rajasthan

NTPC Vidyut Vyapar Nigam (NVVN) has issued a tender to develop a 1,000 kW grid-connected rooftop solar project at the Defence Research and Development Organisation (DRDO) premises in Jodhpur, Rajasthan.

Bids must be submitted by October 7, 2025. Bids will be opened on October 8.

Bidders must furnish a bid security of ₹500,000 (~$5,696.04).

The scope of work entails the design, engineering, supply, civil construction, erection, testing, and commissioning of the solar project. It also involves providing operation and maintenance (O&M) services for 10 years.

Selected bidders must conduct the preliminary visual assessment of the site’s roof, water and electricity arrangements, and security. They must determine the optimal capacity for setting up the solar project and the O&M activities.

Successful bidders must connect the project to the existing mains/ACDB/feeder pillars and interface the electrical loads of the project’s license network/electrical loads. They must obtain approvals for interfacing the project with the grid/electrical loads from the distribution licensee or the Chief Electrical Inspector to Government.

The scope of work also includes providing a remote monitoring system and the internet connection, including operational charges and other accessories for the O&M of the system throughout the contract period.

Additionally, it involves providing a permanent mild-steel staircase/ladder for rooftop access on each building with a solar panel, where access is not available. The staircase/ladder must be 1 m in width and finished with primer and weather-resistant enamel paint.

Selected bidders must provide a suitable module cleaning/water washing system. They must arrange for water to be supplied from the nearest service water line. This would include the necessary chlorinated polyvinyl chloride piping, pumping, metering, or any other suitable arrangements, along with an adequate number of water taps.

At least one portable water pressure cleaning system must be provided for any emergency.

Successful bidders must submit monthly joint meter readings without any additional cost to NVVN. They must also secure approvals for the net metering/net billing/group net metering/virtual net metering/behind-the-meter arrangements.

Selected bidders must obtain insurance policies and provide guarantees for the project. They must also make available lifelines, walkways, and fall arrestors for the workers during the installation.

Bidders must be Class-I and Class-II local suppliers. Class-I local suppliers must provide a minimum of 50% local content for the project, and Class-II suppliers must provide a minimum of 20%.

In July this year, NVVN issued a tender to empanel engineering, procurement, and construction contractors for developing rooftop and ground-mounted solar projects of up to 20 MW per vendor.
