NVVN to Enlist EPC Contractors for Floating and Ground-Mounted Solar Projects

NTPC Vidyut Vyapar Nigam Limited (NVVN), a wholly-owned subsidiary of NTPC Limited, has invited bids to enlist engineering, procurement, and construction (EPC) agencies for the development of floating and ground-mounted solar power projects below 10 MW capacity across the country.

The bidders will not have to pay any earnest money deposit to take part in the tender.

The last date to submit the bids is April 06, 2021, and the opening of bids will take place on April 07, 2021.

The enlistment will be valid for one year from the date of enlistment with the provision of further extension up to one year.

To take part in the bidding process, the bidder should have designed, supplied, and commissioned grid-connected solar power projects of a cumulative capacity of 800 kW or higher as an EPC contractor or a developer, out of which at least one project should have been of 100 kW or higher capacity. The reference project of 100 kW should have been in successful operation for at least six months before the last date of the submission of the application.

Alternatively, the bidder should have executed in the last ten years an industrial project either as a developer or as an EPC contractor in the area of power, steel, oil and gas, petrochemical, fertilizer, cement, and coal mining of a value of ₹40 million (~$550,063) or more in a single project and the same should be in successful operation for at least one year before the last date of submission of application for enlistment.

Also, the bidder should have executed at least one electrical substation of 11 kV or above consisting of one equipment such as 11 kV or above voltage level circuit breakers and power transformer, either as an EPC contractor or as a developer, which should have been in successful operation for one year before the last date of submission of the application.

Regarding the financial criteria, the bidder’s average annual turnover should not be less than ₹10 million (~$137,561) during the last three financial years. The bidder’s net worth as of the last day of the preceding financial year should not be less than 100% of the bidder’s paid-up share capital.

In another tender, NVVN has invited bids for EPC agencies’ enlistment for the development of floating and ground-mounted solar power projects from 10 MW capacity up to 50 MW capacity across the country.

The last date for submitting bids is April 06, 2021, and the opening of bids will take place on April 07.

To participate in the tender, the bidder should have designed, erected, and commissioned grid-connected solar power projects of a cumulative capacity of 8 MW or higher as an EPC contractor or a developer, out of which at least one project should have been of 2 MW or higher capacity. The reference project of 2 MW or higher capacity must have been in successful operation for at least six months before the last date of applying.

Alternatively, the bidder should have executed in the last ten years an industrial project either as a developer or as an EPC Contractor in the area of power, steel, oil and gas, petrochemical, fertilizer, cement, and coal mining of a value of ₹400 million (~$5.5 million) or more in a single project. The same should have been in successful operation for at least one year before the last date of submission of application for enlistment.

Also, the bidder should have executed at least one electrical substation of 33 kV or above voltage level, consisting of equipment such as 33 kV or above voltage level circuit breakers and power transformer, either as a developer or as an EPC Contractor which should have been in successful operation for at least one year before the last date of submission of application.

The financial criteria for this tender remain the same as mentioned above for the other tender.

In February this year, NVVN invited bids for setting up 2 MW of grid-connected ground-mounted solar photovoltaic projects at the Agartala airport in Tripura. NVVN had also issued a tender for 30 MW of grid-connected rooftop, ground-mounted, and elevated structure solar projects in Madhya Pradesh.
