Numaligarh Refinery Invites Bids for 1,000 MTPA Green Hydrogen Unit

Numaligarh Refinery (NRL) has floated a tender to install a 1,000 MTPA green hydrogen generation unit (GHGU) on a build, own, and operate basis and supply of gaseous green hydrogen (GGH) at Numaligharh, Assam.

The last date to submit bids is September 13, 2024, and bids will be opened the following day.

Bidders must pay a bid security fee of ₹50 million (~$596,182.70).

The scope of the tender covers design, detailed engineering, construction of all civil, structural, mechanical, electrical, and instrumentation facilities, testing, commissioning, operations, and maintenance of the GHGU, and supply of green hydrogen.

Bidders must source biomass independently and ensure an uninterrupted supply of the compressed biogas/syngas feed to meet the requirements of the final green hydrogen generated.

They must also source renewable energy for producing green hydrogen from any one or more of the following sources: (a) own renewable energy projects (b) third-party renewable energy producer(s), or a power exchange.

The selected bidder must arrange to import power to the operator’s production site.

The project would also include land procurement for developing the operator’s production site.

Bidders must have executed a memorandum of understanding for the scope of work with their partners.

Bidders must have an average annual turnover of ₹2 billion (~$23.83 million) during at least one of the immediate three preceding financial years. In the case of a consortium bidder, the cumulative annual turnover of all consortium members will be considered. The lead member must meet at least 48% of the annual turnover criteria.

The Solar Energy Corporation of India recently invited bids to select green hydrogen producers to set up production facilities for green hydrogen in India under the Strategic Interventions for Green Hydrogen Transition (SIGHT) Program (Mode-1-Tranche-II).
