NTPC Invites Bids for 1.2 GW Wind-Solar Hybrid Power Projects

NTPC has invited bids to select developers to set up 1.2 GW interstate transmission system (ISTS)-connected wind-solar hybrid power projects with an additional 600 MW greenshoe option (Hybrid 03).
The last day to submit the bids is December 2, 2024. Bids will be opened on the same day.
The processing fee for the cumulative capacity quoted by a bidder (bid capacity/contracted capacity) is structured as follows:
- For 50 MW, the fee is ₹300,000 (~$3,568) plus 18% GST.
- For capacities above 50 MW up to 100 MW, the fee is ₹500,000 (~$5,947) plus 18% GST.
- For capacities above 100 MW up to 250 MW, the fee is ₹1 million (~$11,894) plus 18% GST.
- For capacities above 250 MW up to 500 MW, the fee is ₹2 million (~$23,788) plus 18% GST.
- For capacities above 500 MW, the fee is ₹3 million (~$35,682) plus 18% GST.
Bidders must pay ₹1.16 million (~$13,797)/MW as an earnest money deposit.
Selected bidders must furnish ₹2.9 million (~$34,492)/MW as performance bank guarantee before signing the power purchase agreement.
Bidders must offer a minimum capacity of 50 MW or more for the projects. The rated power capacity of one resource (wind or solar) constitutes at least 33% of the total contracted capacity, with a maximum capacity of 600 MW.
Each bidder, along with its parent, affiliate, ultimate parent, or any group company, must submit a single bid offering a contracted capacity ranging from a minimum of 50 MW to a maximum of 600 MW. The quoted contracted capacity should be in multiples of 10 MW.
The tender proposes to promote commercially established and operational technologies to mitigate technology risks and ensure the timely commissioning of the projects.
The wind turbines used in the projects must be type-certified models listed in the Revised List of Models and Manufacturers issued by the Ministry of New and Renewable Energy (MNRE).
The solar photovoltaic modules used in the projects must be included in MNRE’s List-I under the Approved Models and Manufacturers of Solar Photovoltaic Modules.
The bidders’ net worth must not be less than ₹11.46 million (~$136,306)/MW as of the date at least seven days before the bid submission due date.
The bidders’ minimum annual turnover should have been at least ₹6.15 million (~$73,148)/MW of the quoted capacity during the last financial year.
The internal resource generation capability in the form of profit before depreciation, interest, and taxes should be at least ₹1.23 million (~$14,629)/MW of the quoted capacity as of the last day of the previous financial year.
Bidders should have an approval letter from the lending institutions committing a line of credit for a minimum of ₹1.53 million (~$18,197)/MW of the quoted capacity toward meeting the working capital requirement of the project.
