NVVN Tenders 25.65 MW Rooftop Solar Projects in Delhi

NTPC Vidyut Vyapar Nigam (NVVN), a wholly-owned subsidiary of NTPC, has floated a tender for a 25.65 MW grid-connected rooftop solar power project for government buildings in Delhi and adjoining states, including buildings under Delhi Police.

The last date to submit bids is September 9, 2024. Bids will be opened on September 10.

Bidders must submit an earnest money deposit of ₹20 million (~$238,244) and a tender fee of ₹22,500 (~$268).

The tender has been called for four categories: Capacity above 1,000 kW, capacity between 201 kW-1,000 kW, capacity between 51 kW – 200 kW, and capacity up to 50 kW.

The scope of the tender covers design, engineering, testing, and other activities like preliminary visual assessment of roofs, water arrangements, electricity, security, and determining optimal capacity to set up solar photovoltaic systems plants and operation and maintenance activities for ten years.

The minimum annual capacity utilization factor at the evacuation/delivery point must be achieved in the first year and subsequent years after an acceptable module degradation factor of 0.7% per year.

Mono-PERC solar modules greater than or equal to 540Wp must be used in the project.

Bidders should have commissioned/ supervised the commissioning of grid-connected solar projects with a cumulative installed capacity of 400 kW or higher, with at least one 40 kW or higher project. The reference plant of 40 kW must have been in operation for at least six months.

Alternatively, they can be developers of projects with the same specifications.

Bidders should have executed in the last ten years an industrial project either as a developer or as an EPC Contractor in the area of power/ steel/ oil and gas/ petrochemical/ fertilizer/cement/coal mining, including coal handling plant and/ or any other process industry, of a value of ₹40 million (~$476,530) or more in a single project and the same should have been in operation for at least one year.

Additionally, bidders should have executed at least one electrical substation of 11 kV or above voltage level, consisting of equipment such as 11 kV or above voltage level circuit breakers and power transformer, either as developer or as EPC contractor. The reference project should have been in operation for at least one year.

In the last three years, bidders should have had an average annual turnover of ₹41.4 million (~$493,120) for capacity up to 50 kW; ₹154.4 million (~$1.83 million) for 51 kW to 200 kW; ₹158.6 million (~$1.88 million) for 201 kW to 1,000 kW; and ₹158.2 million (~$1.88 million) for greater than 1,000 kW.

As of the last day of the preceding financial year, the bidders’ net worth should not be less than 100% of their paid-up share capital. If they cannot satisfy the net worth criteria on their own, they can meet the requirement on the strength of their subsidiary(ies) and/or holding company and/or subsidiaries of its holding companies.

In July this year, NVNN floated a tender to install grid-connected rooftop solar systems of a cumulative capacity of 1.3 MW on various buildings of the Goa Shipyard.

The company also floated invited bids to select channel partners to install grid-connected rooftop solar power systems under the PM Surya Ghar: Muft Bijli Yojana in Chhattisgarh.
