NTPC Floats Tender for SCADA and Weather Monitoring System for Solapur Solar Project

The National Thermal Power Corporation Limited (NTPC) has invited bids from eligible bidders for the supervisory control and data acquisition (SCADA) and weather monitoring system (WMS) package for Solapur solar power project in Maharashtra. The contract also includes one year of maintenance.

SCADA systems are used to monitor and control a project or equipment in industries such as telecommunications, water and waste control, energy, oil and gas refining, and transportation. Availability-based tariff metering is a frequency-based pricing mechanism currently employed in India for unscheduled electric power transactions.

The last date for the submission of bids is May 28, 2020, and the pre-bid meeting will take place on May 14, 2020. The interested bidders will have to pay an amount of ₹100,000 (~$1,309.75) as the bid security deposit.

To take part in the bidding process, the bidder should have supplied and commissioned a SCADA solar PV project of 18 MW or more, which must have been in operation for at least one year. The bidder will be considered qualified if the execution of the reference work has been received directly from the owner of the project or any intermediary organization.

Regarding the financial criteria, the average annual turnover of the bidder should not be less than ₹6.7 million (~$87,753.5) during the past three financial years. In case the bidder does not satisfy the annual turnover criteria, its holding company will have to meet the turnover requirements. The net worth of the holding company should at least be equal to or more than the paid-up share capital of the holding company.

The net worth of the bidder as on the last day of the preceding financial year should not be less than 100% of the bidder’s paid-up share capital. If the bidder does not satisfy the net worth criteria on its own, it can meet the requirement of net worth requirements based on the strength of its subsidiaries or holding companies.

Last month, NTPC also invited bids for an inverter transformer package for the Solapur solar PV project in Maharashtra. The last date for the submission of bids is April 29, 2020, and the date of opening of the techno-commercial bid is April 29, 2020. The scope of work includes the design, engineering, manufacturing, supply, packaging, testing, installation, and commissioning of inverter-transformer of minimum cumulative capacity of 23 MVA having an HV side voltage of 11 kV at Solapur.

Earlier, the NTPC had invited bids for a solar inverter package of 23 MW for the solar power project at Solapur.

A tender for SCADA facilities was also invited by the Transmission Corporation of Telangana Limited (TSTRANSCO). The tender was for SCADA facilities at interconnection points for solar captive generating projects in the state.
