NTPC Floats Tender for a Methanol Synthesis Plant at its Facility in Uttar Pradesh

NTPC has invited bids to set up a 10-temperature programmed desorption (TPD) methanol synthesis plant at its Vindhyachal facility in Uttar Pradesh based on the design provided by TOYO, a Japanese hydrocarbon, and petrochemical engineering company.

The scope of work includes procurement, fabrication, supply, packing, loading, transportation, storage, preservation, freight, insurance, clearances, custom or any other duty, construction, erection, commissioning, and operation and maintenance of the plant, along with residual design and detailed engineering.

The last date to submit the bids is November 3, 2022. Bids will be opened the following day.

Bidders will have to submit ₹20 million (~$242,954) as an earnest money deposit.

Bidders should have executed projects as an engineering, procurement, and construction (EPC) contractor in the area of power, steel, oil & gas, petrochemical, hydrocarbon, fertilizer, waste-to-energy, and methanol generation during the last ten years, with a minimum cumulative value of ₹807 million (~$9.81 million). The individual contract value of such a project should not be less than ₹269 million (~$3.27 million). The reference project should have been operating for at least six months before the bid opening date.

The average annual turnover of bidders in the last three financial years should not be less than ₹1.009 billion (~$12.26 million).

If the bidder does not satisfy the average annual turnover criteria on its own, its holding company would be required to meet the turnover requirements, provided that the net worth of the holding company as of the preceding financial year is equal to or more than the paid-up share capital of the holding company.

Bidders should have a net worth of not less than 100% of their paid-up share capital as of the preceding financial year.

Only Class-I local suppliers with 50% minimum local content are eligible to bid in the tender.

Any bidder from a country that shares a land border with India will be eligible to participate in this tender.

Last year, NTPC had invited expression of interest from Indian and global companies to set up methanol manufacturing facilities at its power projects across India.
