NTPC Renewable Energy Invites Bids for BoS Package of 1 GW Wind Project

NTPC Renewable Energy has invited bids for a balance of system (BoS) package for a 1,000 MW ISTS-connected wind energy project in the Bellary region, Karnataka (Tranche-V).

The last date for the submission of bids is July 16, 2024. Bids will be opened on the same day.

The scope of work covers the detailed design, engineering, micro-siting, manufacturing, supply, erection, testing, commissioning, and verification of guaranteed performance parameters for installing the proposed wind project.

The work includes 33 kV internal evacuation lines from the unit substation, pooling substation, central monitoring, and control station, wind monitoring masts, and the external EHV transmission line up to the ISTS substation.

However, the BoS package does not include the supply, civil works, and installation of Wind Turbine Generators (WTG), unit substations, and SCADA.

The proposed wind project by the bidder must be compatible with the installation of any WTG of 3 MW and above.

The WTG machine must also be from the Revised List of Models and Manufacturers.

Bidders must pay ₹22,500 (~$269.7) for the bidding document.

They must have executed or facilitated the following for wind projects with a cumulative capacity of 40 MW or more, including at least one wind project of 10 MW or more:

  • Arrangement of land for the wind energy project.
  • Micro-siting of wind turbines.

Both criteria must be met for each referenced project.

Alternatively, bidders must have executed the following for grid-connected solar projects/solar parks, wind projects/wind parks, or a combination, with a cumulative capacity of 100 MW or more, including at least one project/park of 50 MW or more:

  • Arrangement of land for the Project/Park.
  • Obtained technical feasibility approval for power evacuation through STU/ISTS substation.

These works can be from the same or different projects, whether commissioned or not.

Bidders must be developers of grid-connected wind power projects with a cumulative installed capacity of 40 MW or more, including at least one project of 10 MW or more at a single location.

The reference project must have been operational for at least six months before the techno-commercial bid opening.

Bidders must have executed, in the last ten years, an industrial project as developers or EPC contractors in power, steel, oil and gas, petrochemical, fertilizer, cement, or any other process industry. The reference project must have been operational for at least six months.

Bidders must have executed at least one electrical substation of 33 kV or higher voltage level, including equipment such as 33 kV or higher voltage level circuit breakers and power transformers, either as developers or EPC contractors. Such a project must have been operational for at least six months before the techno-commercial bid opening.

For projects with a total quoted capacity ranging from 50 MW to 300 MW, the bidders’ average annual turnover should not be less than ₹570 million (~$6.8 million). The turnover requirement for projects exceeding 300 MW is ₹1.9 million (~$22,777.6)/MW.
