NTPC REL Tenders BoS Package of 1 GW Wind Project in Karnataka

NTPC Renewable Energy has invited bids for a Balance of System (BoS) package for a 1 GW interstate transmission system (ISTS)-connected wind energy project in the Davangere region, Karnataka (Tranche-IV).

The last date for the submission of bids is July 15, 2024. Bids will be opened on the same day.

Bidders must pay ₹22,500 (~$269) towards the cost of the bidding document.

The scope of work covers the detailed design, engineering, micro-siting, manufacturing, supply, erection, testing, commissioning, and verification of guaranteed performance parameters for installing the proposed wind project.

The work includes 33 kV internal evacuation lines from the unit substation, pooling substation, central monitoring, and control station, wind monitoring masts, and the external extra high voltage transmission line up to the ISTS substation.

However, the BoS package does not include the supply, civil works, and installation of wind turbine generators, unit substations, and SCADA.

The proposed wind project by the bidder must be compatible with the installation of any wind turbine generators of 3 MW and above.

The wind turbine generators to be used must be from the Revised List of Models and Manufacturers.

Bidders must have arranged land or micro-sit wind turbines for wind projects with a cumulative capacity of 40 MW or more, including at least one wind project of 10 MW or more.

Alternatively, bidders can submit bids if they have arranged land or obtained technical feasibility approval for power evacuation through STU/ISTS substation for grid-connected solar projects/solar parks, wind projects/wind parks, or a combination, with a cumulative capacity of 100 MW or more, including at least one project/park of 50 MW or more.

Bidders who have developed grid-connected wind power projects with a cumulative installed capacity of 40 MW or more, including at least one project of 10 MW or more at a single location can also submit bids. The reference project must have been operational for at least six months before the techno-commercial bid opening.

They must have executed an industrial project as developers or EPC contractors in power, steel, oil and gas, petrochemical, fertilizer, cement, or any other process industry in the last ten years in a single project or work.  For projects with a total quoted capacity ranging from 50 MW to 300 MW, the minimum financial figure should not be less than ₹570 million (~$6.8 million). The minimum financial figure for projects exceeding 300 MW is ₹1.9 million (~$22,777)/MW.

Bidders must have also executed at least one electrical substation of 33 kV or higher voltage level, including equipment such as 33 kV or higher voltage level circuit breakers and power transformers, either as developers or EPC contractors. Such a project must have been operational for at least six months before the techno-commercial bid opening.

For projects with a total quoted capacity ranging from 50 MW to 300 MW, the bidders’ average annual turnover should not be less than ₹570 million (~$6.8 million). The turnover requirement for projects exceeding 300 MW is ₹1.9 million (~$22,777)/MW.

Bidders should have positive net worth as of the last day of the preceding financial year.

NTPC Renewable has also invited bids for a BoS package for a 1,000 MW ISTS-connected wind energy project in the Bellary region, Karnataka (Tranche-V).

NTPC Renewable Energy invited bids for the BoS package of a 500 MW state transmission utility-connected solar power project in Bhadla, Rajasthan.
