NTPC Issues EPC Tender for 795 MW Solar Projects at Khavda

NTPC Renewable Energy, an NTPC subsidiary, has issued a tender for an engineering, procurement, and construction (EPC) package to develop solar projects of a cumulative capacity of 795 MW (2×275 MW + 1×245 MW) at Khavda RE Power Park, Rann of Kutch, in Gujarat.

The scope of work covers the design, engineering, manufacturing, supply, packing and forwarding, transportation, unloading storage, installation, testing, and commissioning of the solar projects, and the supply of solar modules.
It also includes grading and clearing of vegetation, topographical surveys, and geotechnical investigations.

The last date to submit the bids is August 13, 2024. Bids will be opened on the same day.

Bidders must pay ₹22,500 (~$269.37) for the bidding documents.

The earnest money deposit to be furnished is as follows:

  • 1 block of 245 MW: ₹100 million (~$1.19 million)
  • 1 block of 275 MW or 1 block of 245 MW + 1 block of 275 MW or 2 blocks of 275 MW: ₹200 million (~$2.39 million)
  • 1 block of 245 MW + 2 blocks of 275 MW: ₹500 million (~$5.98 million)

Bidders should have developed or have experience in the design, supply, and erection or supervision of the erection and commission or supervised commission of grid-connected solar projects of cumulative installed capacity of 40 MW or higher, of which at least one plant is 10 MW or of a higher capacity. The 10 MW or higher capacity project should have been operated for at least six months.

Alternatively, they should have executed in the last ten years an industrial project either as a developer or as an EPC contractor in the following areas: power/steel/oil and  gas/petrochemical/fertilizer/cement/coal mining, including coal handling plant and/or any other process industry of minimum financial amounts mentioned below:

  • 1 block (245 MW or 275 MW): ₹4 billion (~$28.72 million)
  • 2 blocks (245 MW + 275 MW): ₹16 billion (~$49.78 million)
  • 2 blocks (275 MW + 275 MW): ₹4 billion (~$52.66 million)
  • 3 blocks (245 MW + 275 MW + 275 MW): ₹36 billion (~$ 76.11 million)

The projects should have operated for at least six months.

Bidders should have carried out work on at least one electrical substation of 33 kV or above voltage level, consisting of equipment such as 33 kV or above voltage level circuit breakers and power transformer, either as a developer or as an EPC contractor, which should have been in operation for at least a year or six months.

The average annual turnover of the bidders in the last three years should not be less than ₹2.4 billion (~$28.72 million) for 1 block (245 MW or 275 MW), ₹4.16 billion (~$49.78 million) for 2 blocks (245 MW + 275 MW), ₹4.4 billion (~$52.66 million) for 2 blocks (275 MW + 275 MW), and ₹6.36 billion (~$ 76.11 million) for 3 blocks (245 MW + 275 MW + 275 MW).

The net worth of the bidders in the previous financial year should be at least 100% of their paid-up share capital.

In June 2024, NTPC invited bids to set up 1,200 MW interstate transmission system (ISTS)-connected solar power projects anywhere in India.
