Northeast Frontier Railway Tenders 5.7 MW of Rooftop Solar Projects

The Lumding Division of the Northeast Frontier Railway has issued three tenders to install grid-connected rooftop solar systems on service, residential, and station buildings, with a combined capacity of 5.765 MW.

The scope of work includes the supply, assembly, alignment, fitting, installation, and commissioning of solar power plants across various capacities: 10 kW to 30 kW for service buildings, 3 kW for residential buildings, and 10 kW to 60 kW for station buildings.
The installations must be done in 180 days.
The tender for service buildings has an advertised value of ₹20.9 million (~$254,600), with an earnest money deposit (EMD) of ₹254,600 (~$3,016) for a total capacity of 355 kW.
The tender for residential buildings is valued at ₹142.4 million (~$1.1 million), with an EMD of ₹862,400 (~$10,400), for a total capacity of 2.46 MW.
The tender for station buildings is valued at ₹173 million (~$2.1 million), with an EMD of ₹1.01 million (~$12,000), for a total capacity of 2.95 MW.
Each installation will encompass a comprehensive range of components and services, including Mono PERC half-cut solar panels paired with solar power conditioning units, GI module mounting structures, and systems for lightning protection and earthing.
It will also involve the provision of connecting wires, MCBs, and other accessories, as well as civil works for installation and electrical systems for load distribution.
Additionally, transportation to the installation site and real-time monitoring systems for tracking performance are part of the scope of work.
Bidders must have completed similar works in the last seven years.
- Three similar works each costing at least 30% of the advertised tender value
- Two similar works each costing at least 40% of the advertised tender value
- One similar work costing at least 60% of the advertised tender value
The similar nature of work is defined as the supply, installation, testing, and commissioning of solar power plants in railway stations, metro stations, airports, or government buildings.
The bidder must have a minimum average annual contractual turnover of either V/N or V, whichever is lower, where V represents the advertised value of the tender in crores of rupees, and N denotes the number of years specified for completing the work outlined in the bid.
Bidder’s must not be blacklisted or debarred by Railways or any other Ministry/Department of the Government of India.
For bidders involving composite works, separate completed works of minimum required values for each component can be considered for fulfilling technical eligibility criteria.
Bidders must comply with all legal and statutory requirements prescribed by central and state governments.
The North Eastern Railway also tendered the installation of grid-connected rooftop solar systems of a total capacity of 1.94 MW at railway stations, service buildings, residential quarters, and level crossings under Phase II in the Lucknow Division.
In May, the North Eastern Railway invited tenders for 1.15 MW rooftop solar projects at railway stations.
