NLC Floats Tender Seeking Consultants for 600 MW Solar Project in Gujarat

NLC India (NLCIL) has invited bids to appoint an owner’s engineer consultant for developing a 600 MW solar power project in the Gujarat State Electricity Corporation’s (GSECL) solar park (Phase-II) at Khavda, Gujarat.

The last date to submit the bid is August 28, 2023. Bids will be opened on the same day.

The scope of work involves consultancy services for project development, which encompasses fundamental engineering, evaluating and endorsing design and engineering materials, as well as providing technical assistance throughout the project’s implementation and commissioning phases.

Bidders must submit an earnest money deposit of ₹167,500 (~$2,016).

The successful bidder must provide a performance guarantee of 10% of the total contract value within 30 days of receiving the letter of award.

The solar project is intended to be developed by NLCIL, utilizing its entirely owned subsidiary, NLC India Green Energy.

Bidders must personally visit the project site, familiarize themselves with the local conditions, and gather the necessary information to prepare their offer, including the bid price and schedule.

They should have experience working as an owner’s engineer or detailed design engineering consultant with developers or engineering, procurement, and construction (EPC) for a solar project of 250 MW capacity at a single location in India and for a single axis project of 1 MW capacity in India.

Bidders should have completed similar projects within the past seven years as of the original tender opening date.

This experience can be demonstrated in three similar completed projects, each with a minimum cost of ₹4.47 million (~$53,804), or two similar completed projects, each with a minimum cost of ₹5.59 million (~$67,201) or one similar completed project with a minimum cost of ₹8.94 million (~$107,509).

Similar works refer to the experience of collaborating with developers/EPC as an owner’s engineer or detailed design engineering consultant in solar projects within India.

Bidders must have a positive net worth per the latest audited financial statements.

Their average annual financial turnover over the past three years must be at least ₹3.35 million (~$40,329.7).

Recently, NLC India invited bids to develop 200 MW of the interstate transmission system (ISTS)-connected solar projects on a pan-India basis.

Last October, NLC India invited bids to set up a 300 MW grid-connected solar power project in Rajasthan.
