NHPC Tenders 23.34 MW Rooftop Solar Projects on Government Buildings in J&K

NHPC has invited bids to set up 23.34 MW of grid-connected rooftop solar projects on government buildings across the Union Territory of Jammu and Kashmir. The tender will be implemented through the Jammu and Kashmir Energy Development Agency (JAKEDA) under the PM Surya Ghar: Muft Bijli Yojana.

Bids must be submitted by April 11, 2026. Bids will be opened on April 16.

The total capacity of 23.34 MW has been divided into eight categories, with individual project capacities ranging from 1 MW to 6 MW.

Bidders must furnish a performance security of ₹2,475 (~$26.82)/kW, a tender document fee of ₹5,000 (~$54.18) for Categories 1, 2, and 3; ₹1,500 (~$16.25) for Categories 4, 5, 7, and 8; and ₹1,000 (~$10.84) for Category-6.

They must also submit earnest money deposits ranging from ₹100,000 (~$1,082.60) to ₹686,000 (~$7,426.65), depending on the categories.

The scope of work includes the design, engineering, procurement, testing and commissioning of the rooftop solar projects. The scope also includes the operation and maintenance of the projects for 25 years.

The projects will be installed on 279 government buildings belonging to several departments, including the Home Department, Jal Shakti Department, Forest and Ecology Department, and the Law and Parliamentary Affairs Department across the Jammu and Kashmir divisions

The power purchase agreement (PPA) will have a 25-year term from the date of project commissioning. The commissioning schedule requires developers to complete the projects within nine months from the effective date of the PPA.

Bidders must have a minimum net worth of ₹9,900 per kW as of the last financial year preceding the bid invitation.

To establish liquidity, bidders must meet at least one of the following conditions: an annual turnover of ₹4,950 (~$53.64)/kW, profit before depreciation, interest, and taxes of ₹990 (~$10.73)/kW, or a line of credit from financial institutions of at least ₹1,238 (~$13.41)/kW issued within 90 days prior to the original bid submission date.

Liquidated damages apply to delays of more than three months from the scheduled or extended commissioning date, resulting in the performance bank guarantee being encashed on a per-day basis.

Recently, NHPC invited bids for the installation of 16.64 MW of rooftop solar projects on government buildings of central ministries across India as part of the PM Surya Ghar:Muft Bijli Yojana.
