NGEAL Floats Tender for 25 MW/100 MWh BESS Project in Assam

The New and Green Energy of Assam (NGEAL) has invited bids to supply, install, commission, operate, and maintain a 25MW/100MWh Battery Energy Storage System (BESS) project at 400 kV Kurkurmara (Mirza) grid substation in Kamrup district, Assam.

The last date to submit the bids is November 25, 2024. Bids will be opened on November 26.

Bidders must submit a bid security amount of ₹10 million (~$119,004).

The bid document must be purchased for ₹23,600 (~$280.84).

The project must be completed within 12 months.

The scope of work covers supply, installation, commissioning, and operation and maintenance (O&M) of NGEAL’s 25MW/100MWh BESS project including designing, engineering, procuring, manufacturing, testing, inspecting, packaging, insurance, supplying, delivering, installing, commissioning along with all allied works including civil/ electrical/ communication/ instrumentation/mechanical works for setting-up 25MW/100MWh (at injection point) BESS plant at the site including 132kV bay extension and associated mechanical, electrical and instrumentation materials including commissioning spares, mandatory spares, maintenance tools and tackles, and consumables.

The work also includes the operation and maintenance service of the project for 12 years.

The bidders must have experience in the design, supply, and erection or supervision, erection, and commissioning or supervised commissioning of a grid-connected solar PV power project as an EPC contractor with a cumulative installed capacity of 100 MW or higher, out of which at least one project should have been 25 MW or higher.

The reference project of 25 MW or higher capacity should have been in operation for at least six months before the date of the techno-commercial bid opening.

Alternatively, bidders must be developers of grid-connected solar power project(s) with a cumulative installed capacity of 100 MW or higher, of which at least one project should have been 25 MW or higher.

The reference project of 25 MWp or higher capacity should have been in operation for at least six months before the date of the techno-commercial bid opening.

Bidders should have executed at least one electrical sub-station of 33 kV or above voltage level, consisting of equipment such as 33kV or above voltage level circuit breakers and power transformer, either as developer or as an EPC contractor which should be in operation for at least six months prior to the date of techno-commercial bid opening.

They must also either be:

  • an OEM (Original Equipment Manufacturer) of Containerized Battery Energy Storage System,
  • an EPC Contractor/Developer of Containerized Battery Energy Storage System or Solar PV projects, including electrical substations of 33 kV or above voltage level.

Bidders should have met at least one of the criteria in the last five years:

Execution of BESS Power Systems/Solar PV-BESS hybrid projects/Solar PV projects including electrical substation of 33 kV or above voltage level in:

  • A single work order of minimum order value of ₹1.45 billion (~$17.25 million)
  • Two work orders of minimum order value of ₹750 million (~$8.92 million)
  • Three work orders of minimum order value of ₹550 million (~$6.54 million)

Additionally, they must have at least five years of cumulative experience in O&M for ESS power systems/solar PV/BESS hybrid projects .

Bidders must have a minimum annual turnover of ₹170 million (~$2.02 million) in the last three financial years.

In September 2024 , the Assam Electricity Regulatory Commission released draft guidelines for implementing group net metering and virtual net metering frameworks for renewable energy systems.
