Net Billing and Net Metering Tariffs for Rooftop Solar Increased in Jodhpur

The Jodhpur Vidyut Vitran Nigam (JVNNL) has increased the tariff payable to residential consumers with rooftop solar systems under a net metering arrangement to ₹3.26 (~$0.036)/kWh. The tariff has been increased by 20% from ₹2.71(~$0.03)/kWh.

For consumers with a net billing arrangement, the tariff is now ₹3.65 (~$0.04)/kWh, a 20% increase from ₹3.04(~$0.034)/kWh.

The distribution company (DISCOM) has issued the revised tariffs by amending the regulations for grid-connected projects titled ‘RERC Grid Interactive Distributed Renewable Energy Generating System’.

Recently, the Rajasthan Electricity Regulatory Commission (RERC) amended the Grid-Interactive Distributed Renewable Energy Generating Systems Regulations, enabling virtual and group net metering across consumer categories, codifying charge waivers, and introducing incentives for battery storage.

According to the amendment regulations, under virtual or group net metering, an eligible consumer may install a distributed renewable energy system with a capacity of more than 1 kW and up to 1 MW.

To incorporate virtual net metering and group net metering provisions into the regulatory framework, JVVNL submitted a petition to the RERC. The petition, filed on behalf of Ajmer Vidyut Vitran Nigam and Jodhpur Vidyut Vitran Nigam, sought amendments to the RERC’s Grid-Interactive Distributed Renewable Energy Generating Systems Regulations, 2021.

To scrap separate net-metering contracts for residential rooftop solar consumers, the Ministry of Power wrote to all states and union territories, requesting that they adopt a digital agreement as part of the online application process.

In May 2025, the Ministry of New and Renewable Energy also clarified that net billing, virtual net metering, and group net metering will also be treated on par with net metering provisions under the Approved List of Models and Manufacturers List-II. The clarification was issued as stakeholders wanted to know whether the exemption from using solar cells in ALMM List-II, provided to net metering and open access renewable power projects commissioned before June 1, 2026, will also apply to net billing and virtual and group net metering programs.
